2011 की जनगणना के अनुसार भारत में कुल (2.68) करोड़ या (2.21%) आबादी दिव्यांग हैं।
चलने-फिरने में अक्षम: (20%)
देखने में अक्षम: (19%)
सुनने में अक्षम: (19%)
बहु-दिव्यांगता: (8%)
मानसिक विकलांगता: (10.33%)
बोलने में अक्षम: (7.49%)
इन आकड़ों में कुछ भी स्पष्टता नहीं है। आधी अधूरी जानकारी है।

उत्तर प्रदेश सरकार ने 21 बीमारियों से पीड़ित व्यक्ति को दिव्यांग घोषित करती है। लेकिन अभी तक यह जानकारी नहीं है कि कितने बच्चे और adult किस-किस बीमारी से पीड़ित है।
अब यहां पर केन्द्रीय मंत्रालय सुझाव मांग रहा हैं। लेकिन कहीं भी नहीं बताया कि कौन-कौन सी बीमारियां है ?
कितने बच्चे और Adult किस-कस बीमारी से पीड़ित है ?
कितने बच्चों को परिवार में अडॉप्ट कराना है ?
कुछ भी जानकारी नहीं है और यही साबित करता है कि मंत्रालय की कोई दिलचस्पी नहीं है समस्या के समाधान में।
बस एक कागजी खानापूर्ति हो रही है।
विदेश की अंधी नकल करके कानून बना देंगे।
यहां पर जनता को बेवकूफ बनाया जा रहा है और जनता अपने आयडिया दे। पढ़ेगे नहीं, और उसमें कोई चर्चा भी नहीं करेंगे। काग़ज़ी formality ऑपचारिता हो रहीं हैं।
यही कारण है कि देश की आजतक कोई समस्या सुलझी नहीं है।
