Kudumbasree initiative is a successful model of woman empowerment through organising self help groups. It can be a great model for the whole of India to follow. Under this Terrace farming and backyard farming and cluster farming can be promoted. neighbourhood organic farming can be promoted. the government can setup local mandis in every local body where women can sell their products and even online women mandis can be setup. The benefits of this can be directly processed as subsidies

They have many skills as a home makers, just add an option to their savings account of taking instant credit of 50K without any hassle and wait for a year to see how many of them were able to double it or were able to repay it, after that you can expand that credit facilty by their repaying habit.

Firstly you need to legalise commercial activities in residential plots/flats for homemaker to earn any income. can this be done ??, you may not have to do anything more than this and it shall automatically encourage creation of small business by homemakers in urban areas.

Home made processed food is an ancient industry and can play a vital role in increasing household income. Potato chips, banana chips, mixture (chanachur), pickles, chutneys, papad etc are in huge demand and can be started with minimal capital. Besides food items stitching Laddu Gopal dress, other dresses, dupatta etc for deity, Jamna for kids, pillow covers, dohar sets, toran, bandanvar etc give very good earning opportunity. There is also a need to help them market these products online.

Don't know the greater picture of india, but in villages near my city, most of the agricultural activities are conducted by women's. They do every thing, but unfortunately under any male members command. Agriculture face losses mostly because of insane decisions by male members. I suggest, give opportunity to female farmers. Make groups on 50% partnership basis with government on government land. Make them decision-makers. I think they will do extremely well.
