I think this should be more end user or last man centric. list out a variety of from home projects from tailoring to making electronic equipments from brocomponents eg led bulbs. a list of these projects may be listed out and people have an option of choosing from them. and help them by arranging raw materials to marketing .

1. Home makers can work by forming co-operative societies. These societies can be on the lines of lizzat pappad, amul milk. When done in a group, it always benefits.
2. Online jobs if they have the knowledge of computers.

Financial Support
Training in relavant job
A certain quota in export
Their product should be utilized by Govt.

Firstly a data needs to collected from each and every ward about the people who wants to earn and a data from those has to be collected about the efficiency of work. It can be cooking, teaching, tailoring, crafts work, dancing. According to the skill we need to make certain groups and a special group of people who don't have any skill so that there skill can be enhanced. After all the data is collected. The govt can make different groups according to the skill sets and help them in mone funding.
