The govt should rely on low taxation but effective compliance. The govt must devise one small device similar to a smart phone with printing capability for all traders/ service providers and it should be linked with Govt's account through the account of respective trader/service provider. It should be mandatory for everybody to give a bill for all sales/services provided through such device. The device should automatically deduct govt taxes from each invoice and deposit directly into govt's account.

Dear Sir,can there be a government bond of very long tenure(10 years+), with a very low interest(may be 2-3%) but with no capping on amount invested and the entire investment be out of taxable income. This can be targeted at high income individuals who can lend to the govt and save on tax-the govt can borrow at very low interest and invest the same in infra development. a lot of black money that exists may be invested in productive part of ecconomy

Sir - one of the important step towards qualitative assessment of tax payers would be to recruit at AO level the professionals. We have not seen GOI going to campus for selecting CA(s) for income tax jobs. it is very important that the person at base level responsible for assessment is equally knowledgeable as his counterparty would be (in this case MNE or MNC represented by Big Four accounting firm.

Dear FM Sir,
Only salaried people and few net worth people are paying IT since our Independence. This is the traditional method in collecting the income tax. None of the govt tried to reduce the burden of salaried people and continuously imposing tax on their heads. following suggestions to be included in our union budget for 2016-17: -
1. Enhance the IT web so that maximum people can come under IT.
2. Reduce the tax rate.
3. Make PAN/Aadhar card mandatory for every txn

I am not sure if this has been suggested before or not. You have been looking for solutions that would:
1. Track spending or at least provide tools for the common man to track his/her expenditure
2. Discourage cash transactions, thereby control off ledger transactions
3. A genuine make in India keep the wealth in India solution.
Attached is a document that has an idea.

I humbly request Finance Minister, Govt of India to abolish income tax on interest on FDs (Term Deposits) in Banks for following reasons.People with medium income only invest in FDs to protect their money against rupee devaluation because of inflation. This income group can't afford to take the risk of investing in other forms and loose money on some occasions. The interest given by banks on FDs is very low compared the rate at which rupee value is eroded every year.
