Release of Draft 5th National Science, Technology, and Innovation Policy for public consultation

As India and the world reorient in the present context of the COVID-19 crisis, a new Science, Technology, and Innovation Policy (STIP) was initiated at this crucial juncture during mid-2020. For India to march ahead on a sustainable development pathway to include economic development, social inclusion and environmental sustainability for achieving an Atmanirbhar Bharat'', a greater emphasis may be needed on promoting traditional knowledge systems, developing indigenous technologies and encouraging grassroots innovations. The emergence of disruptive and impactful technologies poses new challenges and simultaneously greater opportunities. The COVID-19 pandemic provided a compelling opportunity for R&D institutions, academia and industry to work in unison for sharing of purpose, synergy, collaboration and cooperation.

The new Science, Technology, and Innovation Policy aims to bring about profound changes through short-term, medium-term, and long-term mission mode projects by building a nurtured ecosystem that promotes research and innovation on the part of both individuals and organizations. It aims to foster, develop, and nurture a robust system for evidence and stakeholder-driven STI planning, information, evaluation, and policy research in India. The objective of the policy is to identify and address the strengths and weaknesses of the Indian STI ecosystem to catalyse socio-economic development of the country and also make the Indian STI ecosystem globally competitive.

The new policy, STIP, revolves around the core principles of being decentralized, evidence-informed, bottom-up, experts-driven, and inclusive. Also, it aims to bring in the concept of dynamic policy with a robust policy governance mechanism incorporating features such as implementation strategy, periodic review, policy evaluation, feedback, and adaptation, and most importantly, a timely exit strategy for various policy instruments.
Keeping above in view, a STIP policy document ver 1.4 has been finalized and placed here after a detailed 4 track process of consultations during last 6 months beginning from May 2020. The process so far involved nearly 300 rounds of consultations with more than 40,000 stakeholders well distributed in terms of region, age, gender, education, economic status, etc. The STIP Secretariat was coordinated, supported, and guided by the Office of PSA, NITI Aayog, and DST. The formulation process, by design, envisioned as a very inclusive and participative model with intense interconnectedness among different tracks of activities.

R/sir, I have a idea related to road safety. We can introduce a chip or sensors on seat belt to assure the driver and co passenger have wear the seat belts. So actually what can we do is like for example the driver sits in the car and if he puts the belt in the box(press here) the car will only start then or else he will not be able to start the car. This will help alot in road safety and all. We know thousands of accidents happens in India on daily basis. It will be a great innovative.

I visited steel plants a few years back. When I enquired about production of special grade steels rods, blocks and Steel plates, sadly I was told that these technologies have been given to private sector, who collaborate with companies of other countries. Sir , our major requirements should be met inhouse, instead of under of the facilities developed by the companies.

we require and import a number of high purity materials. we have the capability to produce. Presently the cost of production may be on higher side as quantity required is small. But, it is essential to develop the technology further, rather than allowing it to die and then depend on other countries to meet the requirements.

We are aware that solar power is very important for us as India is a blessed country to have sunlight almost all through the year. For every new building in government sector, it should be mandatory to have solar panels with 24v DC power, with small batteries for various sections/ floors. This will improve efficiency and effectiveness of solar energy And also reduce the load on traditional electricity generation. Regards Sheela

Maily we have to focuss on sustainable development and we have to introduce a new criteria for poverty estimation as in the older one it has been said that a person who is able to earn 1000 per month then he /she is not poor . Is it a joke how could a person could survive on that much of income . Our society is full of corruption , we have to make some criteria to abolished the corruption from our country. In science and technology , people who liability on our society could employed by IT

There is an opportunity to develop INDIA brand beer to take market in western countries. As the ingredients are completely agriculture products. Grains, Hops, starch, and water. Research based process to be invented meeting all requirements of market demands with quality and best product to become competitive in international market. The use of material and process must be indegenious as a brand with patent rights to go in to market. The maximum sales of liquid substance in western countries

Fish farming can be initiated as part of canals in use for agriculture water supply. by creating water bodies adjacent to canals taking water in and releasing back in to canal. And not to use the water for any other purpose except fish farming. This closed cycle still maintain the same flow with retion time extended to support fish farming . This improves income for farmers along with crops if maintained as a society to run these farms to support their annual income.
