Release of Draft 5th National Science, Technology, and Innovation Policy for public consultation

As India and the world reorient in the present context of the COVID-19 crisis, a new Science, Technology, and Innovation Policy (STIP) was initiated at this crucial juncture during mid-2020. For India to march ahead on a sustainable development pathway to include economic development, social inclusion and environmental sustainability for achieving an Atmanirbhar Bharat'', a greater emphasis may be needed on promoting traditional knowledge systems, developing indigenous technologies and encouraging grassroots innovations. The emergence of disruptive and impactful technologies poses new challenges and simultaneously greater opportunities. The COVID-19 pandemic provided a compelling opportunity for R&D institutions, academia and industry to work in unison for sharing of purpose, synergy, collaboration and cooperation.

The new Science, Technology, and Innovation Policy aims to bring about profound changes through short-term, medium-term, and long-term mission mode projects by building a nurtured ecosystem that promotes research and innovation on the part of both individuals and organizations. It aims to foster, develop, and nurture a robust system for evidence and stakeholder-driven STI planning, information, evaluation, and policy research in India. The objective of the policy is to identify and address the strengths and weaknesses of the Indian STI ecosystem to catalyse socio-economic development of the country and also make the Indian STI ecosystem globally competitive.

The new policy, STIP, revolves around the core principles of being decentralized, evidence-informed, bottom-up, experts-driven, and inclusive. Also, it aims to bring in the concept of dynamic policy with a robust policy governance mechanism incorporating features such as implementation strategy, periodic review, policy evaluation, feedback, and adaptation, and most importantly, a timely exit strategy for various policy instruments.
Keeping above in view, a STIP policy document ver 1.4 has been finalized and placed here after a detailed 4 track process of consultations during last 6 months beginning from May 2020. The process so far involved nearly 300 rounds of consultations with more than 40,000 stakeholders well distributed in terms of region, age, gender, education, economic status, etc. The STIP Secretariat was coordinated, supported, and guided by the Office of PSA, NITI Aayog, and DST. The formulation process, by design, envisioned as a very inclusive and participative model with intense interconnectedness among different tracks of activities.

Theme: "Free the professor": since we are resource constrained in research from our professors, the opportunity costs of professors doing rudimentary tasks like paper correction, slides preparation etc is too high..a central virtual organization connecting all IITs/NITs to dedicated to clerical tasks of professors and free up the professor so they can concentrate on research.

for intellectually gifted kids iisc Bangalore or new institution to be transformed such that even assistant professors are essentially necessity to be Post doctoral fellows with research excellence. curricula with low quantity rudimentary information and high quantity readily available abstracted/synthesized information preparing the thousand odd gifted kids to become changemakers in technology landscape of India.

Information technology is very important for any country to progress. there have been various exhibition submits and incubation programs. but this of no use till people don't know how to develop a technology. I request you to give training to non science and technology background students under skill India mission, so that every youth knows to develop digital solutions. they will be self employed by this. Announce various competitions and give them recognition.

Every Indian Citizen must be able to present their idea/view, to a panel of scholars in respective field, and if their idea is credible, the government must provide opportunity (monetary& laboratory) for the person to execute and showcase their idea at any Expo (State level) from where it must be further selected for National level Expo and allow for companies to invest in it.

Remove corruption.... Enhance opportunities..... Science and technology be automatically advanced..😌😌 Jai hind jai Bharat...☺️

भारत सरकार के उपक्रम पारदर्शी बनाने की प्रक्रिया पुर्ण होना चाहिए,(2)भारत सरकार सड़क अतिक्रमण कानून बनावे जो अभी देहली में है करोड़ो का राजस्व मिलेगा(3)पूरे देश की न्यायिक भ्रस्टाचार्य को खत्म करने की उपाय होना चाहिए जिससे गरीब और किसान को लाभ मिले(4)बड़े लोगों पर ज्यादा धध्यान रखना होगा जिससे छोटा लोग भी अपने को दबे कुचले न समझ सके(5)सभी विभागों का on line और off line जाँच होना चाहिए(6)मंत्रालय या कार्यालय सभी पर on लाइन क्रियाओ की जाँच होनी चाहिए, सभी मंत्री और अधिकारी का पता मेल सही हो??????

now i want to every Bank to adjoining ATM mechine for self printing new note or old note since RBI born and brought up. not only that since 1800 centurry at the regiment of latesarada charan day his fa Late volanath day( volamoyra 1st) given a same trouble for that past earay. when mony problam stand our old india priode . that is call marishash.. where a big market stand of world. debdash and debdasi protha... so in a hug history not to tell elaboratelly.. now problem stand in 2000 ad/decade
