With a coastline of nearly 7.5 thousand kilometres, India has a unique maritime position. Nine of its 29 states are coastal, and the nation’s geography includes 1,382 islands. There are nearly 199 ports, including 12 major ports that handle approximately 1,400 million tons of cargo each year. Moreover, India’s Exclusive Economic Zone of over 2 million square kilometres has a bounty of living and non-living resources with significant recoverable resources such as crude oil and natural gas. Also, the coastal economy sustains over 4 million fisherfolk and coastal communities. With these vast maritime interests, the blue economy occupies a vital potential position in India’s economic growth. It could well be the next multiplier of GDP and well-being, provided sustainability and socio-economic welfare are kept centre-stage. Therefore, India's draft blue economy policy is envisaged as a crucial framework towards unlocking country’s potential for economic growth and welfare.

The MoES prepared the draft blue economy policy framework in line with the Government of India’s Vision of New India by 2030. It highlighted the blue economy as one of the ten core dimensions for national growth. The draft policy framework emphasizes policies across several key sectors to achieve holistic growth of India’s economy. The document recognizes the following seven thematic areas.

1.National accounting framework for the blue economy and ocean governance.
2.Coastal marine spatial planning and tourism.
3.Marine fisheries, aquaculture, and fish processing.
4.Manufacturing, emerging industries, trade, technology, services, and skill development.
5.Logistics, infrastructure and shipping, including trans-shipments.
6.Coastal and deep-sea mining and offshore energy.
7.Security, strategic dimensions, and international engagement.

The Ministry of Earth Sciences (MoES) has rolled out the Draft Blue Economy policy for India by Inviting suggestions and inputs from various stakeholders including industry, NGOs, academia, and citizens. The draft blue economy policy document outlines the vision and strategy that can be adopted by the Government of India to utilize the plethora of oceanic resources available in the country.

The seashore cities and towns connected through ship and power boat services can reduce the road development transport problem During pongal and deepavali holidays the government unable to provide transport facility to large volume of people movement From chennai to puducherry cuddalore chidambaram karaaikal nagappattinam tutucorin naagerkovil all along the coastal town and cities provide ship passenger services can ease the people movement place to place

Our Country's Natural Sources to be best utilised if we use water ways it will be cheap and faster. It will also decrease Heavy Load on Roads & Rails.

Since India is an agriculture based country, meeting the energy demands from biofuel and sugarcane based ethanol and encouraging ethanol production like in Brazil would help moving away from fossil fuels.

The 7 thematic areas cover almost all aspects of the blue sector policy for our 7500 km of coastline of India. Renewable energy is of key importance in sustainable development and the oceans provide a unique opportunity for generation of tidal and temperature gradient energy. Besides, the 200 sqkm of area around the sea can also provide the opportunity to set up solar panels for electricity generation. Sea transport through Cruise-lines will provide unique experience for travel and recreation.

..3 of that national authorities concerned to either return the money in compensation or fresh boats and fishing nets should be handed over to the aggrieved. Quintus: Whenever shooting takes place in the territorial waters like the recent one in Kerala, adequate compensation should be extended to the families of those killed and no one should go scot free. Sextus: If sea pirates are captured, they should be awarded with condign punishment.

..2 neighbouring national authorities like Coasst Guard Cell, etc. Tertius: The interests of fishermen folk should be according top priority and a suitable dispute redressal mechanism should be put in place for fast settlement of the disputes between the nations. Quartus: Whien the fishermen are taken into custody, their nets should not be damaged and shall invariably be retored to them. In case the boats or the fishing nets are vandalised by the other nation, it shall be the responsibiity

Sir, Primus: While the recommendations of the Expert Group constituted for the purpose seem to be in line with the framework o the WHO, yet, the main concern to be addressed is to protect the fisheries from the environmental risks and it would be conducive if a mechanism is put in place to safeguard them. Secondus: As for fishing from the oceans and within the territorial water limits, it should be ensured that no dispute arises or for that matter, the fishermen are captured by the

It shall be critically examined whether we need to have so many organizations like the Fishery Survey of India Mumbai, Central Institute of Fisheries Nautical and Engineering Training,CICEF, Bangalore, NIFPHATT, NFDB Hyderabad, C. A. Authority, Chennai, CMFRI,CIFT and MPEDA, in the fisheries sector. Why can't we merge some of them and bring down the number to 3 0r 4 --- one each for Production&Mktg, Research& Training, Oceanography, and Regulatory functions.
