The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW. The NCVET is responsible for regulating the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

NCVET has also been mandated to carry out following functions pertaining to grievance redressal:
a. Provide redressal to aggrieved person (s) against any listed grievances relating to the functioning of the recognized bodies under the aegis of the NCVET.
b. Require recognized bodies to redress grievances of their respective aggrieved person(s), and providing commensurate remedial actions, including any penalty(s).

NCVET has also been mandated to frame the guidelines on Grievance Redressal Mechanism by stating the obligations of recognized bodies to redress grievances and provide recommendations on establishment of a system of grievance redressal.

In pursuance to the above mandate, NCVET has developed the draft of ‘GUIDELINES OF NCVET ON GRIEVANCE REDRESSAL MECHANISM - 2021’.
This document encapsulates the categories of the grievances which will be dealt with by NCVET and its recognized bodies, the procedure to be followed by NCVET and its recognized bodies for addressing different categories of grievances submitted by the stakeholders. It intends to provide clarity on end-to-end processes of the grievance redressal mechanism. The guidelines also aim to describe the expected / possible outcomes of the grievance redressal.

Comments are invited from the public on the proposed guidelines by 30th September 2021

SIR WE SAY EDUCATION AND ADMISSION TO GOVERNMENT INSTITUTE IS SAME TO ALL THE CHILDREN IN INDIA UNDER OUR CONSTITUTION. BUT THEN WHY IS IT ALMOST IMPOSSIBLE FOR A POOR CHILD OF A DAILY LABOUR EARNING FAMILY TO GET THE SAME EDUCATION TO COMETE IN THE EXAMS FOR ENTRANCE TO GOVERNMENT INSTITUTE LIKE IIT WE KNOW THAT ITS MOST SYLLABUS IS EVEN OUT OF THE NCERT BOOKS AND THAT IS NOT TOUGHT AT ANY SCHOOL EVEN PRIVATE OR GOVERNMENT AND IT REQUIRES COACHING (NOT AFFORDABLE) & COSTLY BOOKS SO IS IT FAIR.

At this present system CPGRAM or PMOPG appeals are not capable to redress any grievance appeal of any ordinary person . These systems are like tooth less tiger. They don't have any judicial power so how they can measure grievance. Ultimately will have to go to the courts. I myself is the victim and having experience. Please change this running system.

DEAR SIR, PARENTS AND TEACHERS CAN ORDINARY CHILD TO GOOD CHILD BUT WHATS THEY NEED THEY UNDERSTAND THERE CHILD WHAT QUALITIES CHILD HAVE AND TRY TO WORK ON THEM IF ANY COMPLAIN COMES PARENTS START SHOUTING ON THERE CHILD AND WHEN THEY GONE TO SCHOOL CHILD FEEL EMBARRASSED AND THEY CAN NOT STUDY. WITH NEW EDUCATION POLICY WE NEED TO FOCUS ON EVERY CHILD SO THAT THEY ARE THE NATIONAL WEALTH OF COUNTRY EVERY INDIAN MUST BE FEEL LIKE UNITED WE ARE MASTER IN THIS SUBJECT AND YOU.

SIR, I HAVE READ ALL THE SUGGESTION IT IS GOOD PARENTS ARE WORRIED ABOUT THERE CHILD BUT PARENTS ALWAYS TEACHES GOOD BUT THEY ARE NOT EDUCATED AND BUSY WITH THERE WORK THEY DO NOT SPEND TIME WITH THERE CHILD AND CHILD WATCHING TV AND INVOLVED WITH FRIENDS FOR SPORTS AND OTHER ACTIVITIES AND THE DISGUIDED WHEN THEY REACH COLLEGE OR UNIVERSITY THERE WEAKNESS EXPOSED AND THEY UNABLE TO ADAPT TO THE SITUATION THIS IS HAPPEN WITH POOR CLASS AND MEDIAL CLASS FAMILY CHILD. THEY NEED GUIDANCE.

SIR, IF THEY ARE BAD IN EDUCATION AND GOOD IN FIGHTING, SPORTS, ACTING, EVERY TIME TELLING FALSE THEN FOR THEM FILM INDUSTRY AND SECURITY GUARD, POLICE OFFICER, AND INDIAN FORCES SECTOR ARE THERE. THEY CAN UTILIZED THERE ENERGY BEFORE ITS TOO LATE. AS FAR AS PROBLEM IS CONCERN PROBLEM AUTOMATICALLY SOLVED BUT PROBLEM NEEDS TO IDENTIFIED QUICKLY BOFORE IT IS TOO LATE. PUNISHMENT MUST BE GIVEN AS LEANING SO THAT MISTAKE IS NEVER TAKEN PLACE AGAIN. TEACHERS, PARENTS AND STUDENT COUCILING IS MUST.
