Lets start entering long term contract for cheep source of raw ore imports. Stop all our raw ore exports. Processing and coverting ore to finished products will also give boost ro our industries and create more employment.
Lets explore new mines.
Lets also invest in research for steel alternates.

The demand can increase exponentially by decreasing cost of steel production.
At lower cost designer will prefer using steel structure in place of RCC structure.
At lower production cost we will be able to compete with CHINA in the global market and avoid dumping by china.
Therefore we must reduce cost of production of steel by increasing production and other measures supported by our government. Sharad bajpai

One can explore more options to supply more steel to match the demands. But as a out of box, One can reduce the steel demands in future. How can reduce the demand?
Its possible by using advanced design forms, advanced materials instead of steel. For example in construction, fiber reinforced (glass/carbon) steel concretes are dominating. So exploring this option may serve the purpose.

1) Rural & Urban sector: Housing development will increase steel consumption, but need to setup steel recycling factories in between/near 4 districts, so as steel rates will be in control (save in transportation) and every one should made house using RCC technique which consumes more steel.2) Road, Highways & Bridges & Rail. : dev. of these 3 sector will also increase consumption of steel. 3)Defense, shipbuilding and other mfg sectors: make in India intiatiative will also increase steel consu

I can suggest a few ways.
1. Increase the pace of building of roads and railway infrastructure.
2. Make states like West Bengal, Assam, Tripura the hub of defence manufacturing. Especially, WB has a good ecosystem for steel plants.
3. Create more stainless steel plants in Eastern Indian states and preferably in the northern states like J&K, Rajasthan, Haryana, etc. Right now, stainless steel industry is limited to south India
4. Stop plastic utensils as best as possible.
