The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Restructuring of FCI should begin with division of responsibility of procurement and logistics services that include storage, supply chain management etc. into 2 separate organization. With the division of responsibility accountability should be fixed for each step in the entire value chain. Also there was another forum wherein suggestion for improvement and rationalization of Post Office infrastructure was invited. I suggest we can integrate FCI operations along with post office infrastructure.

Accountability and transparency regarding grains and food items stored and distributed by the FCI need to be incorporated. Their is also urgent need to make the control over Ration Shop more stringent and violation of rules leading to cancelling of licensees for proper distribution of grains to the targeted groups strictly.

1. establish the warehouse management, requirement of more ware houses, timely monitoring of these set ups by state and central government. 2. timely auditing by CAG. 3.removal of inter mediators, procurement of food grains from farmers at reasonable minimum support price. 4.use of technology as like used in metro construction in building of warehouses. 5. concentrate on cleaning facility in warehouses 6. food parks equipped with cooling storage facility.

C&AG audit has to be conducted on FCI., many FCI donot store the grains properly which is usually reported by Media. Monthly reports of grains stored has to be reported. This will also reduce the market fake inflation created by contractors and eradicate the barriers. Each and every FCI must undergo raid. culprits must be suspended and new employees must be replaced with good moral. This will reduce food imports.! Save grains Save India!

Government has to remove inter mediators,so that farmers can get good price of their products and as a result of this consumers will get food grains at cheaper cost

FOR LAST 50 YEARS WE ARE HEARING BEFORE EVERY MOONSOON GRAINS ARE LYING OUTSIDE IN OPEN AND Rs.58000 CRORES OF LOSSES OCCUR TO GOVT. EVERY YEAR. IF GOVT. CANNOT BUILD 1000 BIG GODOWNS & WAREHOUSES FOR STORAGE OF FOOD GRAINS IN THE COUNTRY IN 50 YEARS WHAT INFRASTRUCTURE THEY WILL DEVLOP. THIS IS THE FIRST PRIORITY HEY SHOULD COMPLETE ON WAR FOOTING
