The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

India should raise Territorial Army units to mange the food security and supply system, Territorial Army should be amalgamated with FCI and est a grid system in country with data based procurement, storage, transfer and shelf life management of food items. Retired personnel and volunteer serving Officers and Jawans of Army Service Corps who are expert in handling, storage, supply chain management, shelf life management, quality control can be an asset to look after nation's food security system

For improving FCI operational efficiencies GOVT should give latest equipment to the farmer for farming in very cheap rent , and for improving financial management of FCI we have to take care of our handling process, while handling the jute sag full of grain most of grains fall down,we have to reduce the packing in jute bags & thinks for some more effective bags.

Each sack should be tagged with micro chip. So that first come first delivery can be made possible. Mental acceptance is the biggest barrier. Ego non cooperation to upgrade present are to update.

I have worked in FCI for two years and I can provide essential inputs in the process of restructuring. Now I am working in Delhi Metro and would really like to be a part of the process.

The basic infrastructure has been damaged.If you watch news related to FCI,there will be about blacking,damaged food grains etc. Government should have to reconstruct the infrastructure of FCI stores. Vehicles that carry food grains are outdated,They are rented from private bodies. One model vehicle for carrying food grains should be established. FCI stores should pack the stated amount of food grains and then supply it to the next stop. Lastly,Every record should be on digital platform.e-FCI

Is it possible to metamorphose our current government official culture into q corporate culture where things are stream lined and every work you do has an ETA or a time line, perks salary hikes and bonuses should be givern purely on the basis of one's performance, if anyone who continously Underperforms should be given proper training And analysis under the supervision, I have a detailed process and policy that can be implemented which cannot be Described here.
