The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

सेवा में, प्रधानमन्त्री महोदय, प्रधानमंत्री कार्यालय, भारत सरकार विषय: चौ. चरण सिंह विश्वविद्यालय से सम्बंधित सभी स्व वित्वपोषित कॉलेजों में अस्थायी लेक्चरर / असिस्टेंट प्रोफेसर/ एसोसिएट प्रोफ़ेसर / प्रोफेसर का न्यूनतम वेतनमान का निर्धारण करना ! श्रीमानजी, सविनय निवेदन है कि सभी अस्थायी टीचर्स का कम से कम एक न्यूनतम वेतनमान का निर्धारण कर उनका वेतन विस्वविध्यालय द्वारा टीचर्स के बैंक अकाउंट नंबर में भेज़ने की कृपा करे ;जिससे स्व वित्वपोषित कॉलेजों के मैनेजमेंट की प्रताड़ना से बचा जा सके !

Latest technology in transportation storage and distribution. All transportation vehicles must be equipped with GPS connected to a central computer and provides exact route, time and stops taken to travel. All weighing scales (warehouse, truck weighing and ration shop) must be digital and connected to a central computer system. This will reduce illegal sales and theft. Central computers will auto alert when about wrong routes, more stops and time, less/more weight. CCTV camera is must.

PPP or FDI should not be allowed. Foreign investment should be from NRIs or PIOs. When we give 49% to FDI, their 49% is a consolidated vote and Indian investors remain scattered lot. So in any voting the foreign investor can have his say. this is dangerous. There should be a cap on maximum shareholding per folio and per head and per group. Look at CIBIL, 55% is with foreign company. They can get all data that they want. this trend will lead to another East India Company like situation.

There is a need to modernize the FCIs. All the staff needs to be retrained with the latest in inventory management. Also best practices should be followed while procuring and distributing the food-grains under the government distribution program so that it reaches the needy without any pilferage. I know that it will take a long time because of the seer magnitude of the entire network of FCIs but slowly and steadily changes can be brought about so that the future generation can reap the benifit.
