Registration of Births and Deaths in India is mandatory with the enactment of Registration of Births and Deaths (RBD), Act 1969 and is done as per the place of occurrence of the event. With a view to simplify the provisions of various sections of the existing RBD Act, 1969 and to make it people friendly, the Government of India has proposed to amend the RBD Act, 1969.

Existing sections of the Act and amendments proposed by the Office of the Registrar General, India (ORGI) are indicated in the first two columns of the proposal respectively.
Ministry of Home Affairs seeks feedback and suggestions along with the justification for the proposed amendments.

Please bring about a reform in naming Indian citizens so as to remove the caste/ surname based biases and prejudices and so as to standardise the way names are coined in different states of our country. May I suggest the following: given-name-of-the-new-born followed by mother's-given-name followed by father's-given-name followed by place of birth ?

The definition section of the Act to be modified elaborately to include new terms for the adoption of latest technologies in the registration and the authentication through the representative of grassroot level elected representative of people. The availability of digital at the end of elected representative of people for vetting and the payment of registration fees through electronic payment mode also to be included.

The definition section under Sec 2 needs further amendments. The meaning of birth and death to be modified as its natural meaning instead of present one. Also the definition for Digital Depository of Births and Deaths is to be incorporated. Further untraceable and declared as offical death also to be included if the person is untraceable for 7 plus years. Also registration of birth and death through OTP and use of technology through online mode also to be incorporated under the definition.

As in the case of AADHAR, National Depository of Birth and Death is to be maintained in the electronic form and the unique ID can be referred in school admission, higher education, etc and porting of data to AADHAR will help to update the AADHAR, Electoral Roll, etc become easier and more accurate than the present system. Respective changes shall be made in the relevant Acts, Rules, and procedures too.

The Constitution of India seventh schedule to be amended to include all possible ways of technological advancements in the data collections, processing and storing of database as per the requirement of the Government from time to time.
