I suggest to increase the fine amount upto Rs1500,Rs 250 can be very less valuable for many person (not every citizen) and to add birth certificate (containing bar code) during Aadhar registration process where that bar code should be needed, and birth certificates are needed in Schools/Colleges.Along with this please make marriage certificate mandatory which needs Aadhar during marriage certificate registration and should be mandatory to generate within 1month of marriage digitally.

The Birth/Death certificate(s)are very important to every citizen of India As per present laws any information about Birth/Death,to be given to Registrar of Birth/Deaths within 1 Month,if any delay caused not recording the Birth/Death information in concerned records. A common man does not know this provisions of law so in my opinion it may excusable for filing of information may be extended up to 6 months.

As observed in rural areas people don't know their date of birth. There is no record of either child birth or even basic immunization. If we can connect the rural health care providers with computers or even a speech recognition system so that they can feed data into an application we will have a better statistical data on births and deaths in rural areas. Moreover health departments can upload data to digilocker for safe keeping and use.
