Powers for registration of birth and death should be given to all lokal Panchayat or Council. And there should be sole responsibility of identification of the person's residential status because it is the main problem todays we all are facing. If there any default/deficiency is found subsequently the authorised person who indentify the person and issued certificate of birth and death should be punished. Also there should be Central plateform to maintain the records of all registration of birth.

The birth certificate application should be initiated in the hospital itself as soon as the baby is born. The hospital should notify the local corporation on a daily basis, there should be an online application for this. The baby should be assigned an aadhar number which should be printed on the birth certificate on issue. The birth certificate should be available for download for the parents within 7 days after the baby’s birth. All fees maybe collected at the time of submitting the application

Digitize all Deaths-Births at all locations (at village level, remote areas). A permanent birth code (valid till death) similar to Aadhaar card, may be assigned within 15days to allow parents to name the child. This birth code should have all the details of (1) Child's name (2) Parents Names in code form or full names, (3) Parent’s Aadhaar card if available, (4) Date, Time, place of birth. Place of birth can be coded and appended with PIN code. This is in line with citizenship act.
