12. Make reverse auction a religion to adhere with for all procurements.This will curtail the gordian knot of preferetial allottees for supplies. 13. Make intranet for each department upto section level and put all the requirements and approvals there in. It will give you a snapshot of all the expenditures including at the section level. to be continued...

I am A.S.Sahare IDAS now Transfered to Meerut from Bhusawal Maharashtra for becoming hurdle in curruption at ORD factory Bhuswal. There was corruption at all level & no Govt. Dues like Service Tax, Income Tax,EPF,was Remitted. My Deptt. was of the opinion that corruption should be allowed as they were also Engaged in corruption. They have established a bogus contractor M/s WB Jaipuria at ORD Factory Nagpur by taking Bribe thoughhe was not eligible.Like wise there is a scam at ORD Factory Chanda.

9. Hold heads of department accountable for the expenditures and minimising the same. 10. Heads of department should explain why they need more money and there should be provisions to capture this in the tool. 11. Approval mechanisms should be put on to the tool. Eg: Travel approval request should be put on the tool and approval from higher authority should be there on the tool. Then every body can see how much budget was allotted for that travel and how much has been spent insted.

6. Make a quarterly review of expenditures done. Map them on to the tool. Graphics always better. 7. It will then highlight spurious expenditures and necessary ones. 8. Weed out the spurious ones and cut their allocations immediately. Otherwise they are breeding points for corruption. Eg: Buying of paper - in the digital age, paperless communication is norm. where is need to buy more paper? Airtel is having a paperless board room!!!!!!! continued....

DAD under MOD having HQRS at DELHI is not doing the duties Faithfully. There is Curruption at all level & BIg Scams, particullarly in ORD Factories. Examples are ORD Factory Nalenda, Nagpur, Bhuswal, Chanda, Etc. Sincere Officers like me are being Harrased, Transfered out to far away place, Probation extended, APAR made adverse. Officers are fully aware that no action will be taken against them for this colorable exercise of powers as CGDA New Delhi is protecting them I have opposed the corrupn

1. Each and every department needs are different. At the staff level they may look similar. But at the line level they will be different. 2. Also, there is duplication of departments at both the state level and central level. 3. Choose the smallest department first, that does not have any replications at state level. 4. Develop expenditure monitoring tool for the same. 5. Even if adhoc expenditure approval authorities are given capture them in the tool. continued....

MERGE AIR AND DOORDARSHAN - There is a lot of land bank with both the agencies. There are many functions that are overlapping. Why SHOULD there be a separate directorate for both AIR AND DOORDARSHAN. Let's merge it. Get rid of the cobwebs. Get rid of the unwanted officials who are living a cushy life with tax payer's money. Let's introduce some accountability. Let;s make DOORDARSHAN and AIR wordclass in the league of other channels and radio stations. FIRST STEP IS TO INTEGRATE THEM.

We can always exploit IT tool in a better way to manage our expenditures. But at the very first place if we cut down our expenses where it is really not required we can better handle our expenses with more efficiency. Only things is to identify areas in our urban, our rural life where we are misusing or wasting our valuable resources or even mismanaging things whereby more effective systems can be put in place by little study and strategy.

So i will kept suggesting components of our future smart cities which need not have heavy structures and more vehicles to look smart but should be more and more ecofriendly that what japan is hinting us.all electric cables should be undergriund so less theft and less accidents saving government fund. 1. Why we cant learn good concepts from other countries if it save our resources. For example, if points of digital coordination and safety is met judiciously..concept of uber taxi is always a good ides as in north americas and should be welcome. Apart from saving fuel one can earn a bit for household and at the same time traffic load on indian roads will reduce and obviate the need of heavy structures like bridges and flyovers further saving government funds on infrastructure.
