Higher education cannot sustain only through public funding. While public private partnerships in higher education have been pursued as a strategy, not many have shown successful results. Hence, the PPP models need to be revisited so as to allow more meaningful collaborations. A critical analysis of PPP in HE , the existing legal provisions and which viable models are possible need to carried out.

Open up education sector for private parties, be it higher education or secondary or primary. Increased supply and competition will take care of quality and fees charged. Now fees are higher in private schools due to shortage of availability of quality education. Like minority institutions let temples, religious bodies start educational institutions for both for profit or non-profit. Let government funded institutes like IITs, IIMs compete with quality private sector Universities and Institutes.

The co-operation of the Private Sector, as also of the Non-Goverment Organizations ( NGOs ), need to be put to useful utilization with copmlete co-odination keeping in mind that project / stream of H.E. taken into hands must meet the decalared and desired goals. Need also to be kept in mind that whether we talk of the PPP Model or the NGOs, public resources are utilized ( NGOs are sanctioned grants by State/Central Governments). THE SOLE AIM SHD BE TO SUPPLEMENT THE STATE EFFORTS IN H.E.

The parternership with the private sector needs evamping, both in intent and content. It is imperative that the course and content of one particular stream of Higher Education should bear the national stamp, thus, LINKING THE YOUTH OF THE COUNTRY NATIONALLY. That the Regional aspirtions should not, and, would not stand at odds vis-a-vis the national spirit, can be taken care of by an in-built mechanisim. THE NGOs ALSO HAVE A ROLE TO PLAY IN THIS SERVICE TO THE NATION, LET IT BE UTILIZED FULLY.
