Fully provide for Central and centrally sponsered schemes,for projects as per schedule and if funds are available provide for new schemes.Examine all schemes in terms of benefits,weed out unwanted.Reduce the diversin of funds.Spread the expenditure over the entire year instead of year end. Take up new projects only after ongoing projects get complted.Many small small schemes are retained in the budget for th purpose of sundry expenses which eataway budgetary resources.Eliminate them.

Absence of effective/ timely control and monitoring of all Projects/ Schemes at all 3 levels- Executive, supervisory and higher levels, is one of the reasons of failure/ non- completion of and delay in all projects/ schemes. Senior officers enjoy all powers/facilities without any responsibilities. The responsibility of failure should be fixed at the highest level. Independent Agency should evaluate execution/ progress of all projects/ Schemes

There are hydra of schemes and projects,the former continuous till the objectives are met with , the latter is time bound.The time over runs should be stopped in respect of latter and all schemes should be thoroughly scrutinized and unwanted should be weeded out before allocating funds.In Karnataka many projects started early 1960s are not completed and cost over runs are several times of original costs .Initial benefit-cost ratios depicted has not been realized in many cases.They are fictitio.

Instead of routinely providing plan and nonplan funds, the Central Govt must allocate projectwise allocations with a time deadline as many projects are not completed in one financial year.

The Prime Ministers Clean India is an excellent initiative, but in urban areas where the garbage is more per sq km the municipalities do not have proper equipment and the motivation to collect the garbage from pickup points to the designated disposal point. There is no information or support from the government on how and were to ULTIMATELY dispose the garbage, as a result the scheme is not effective. I wonder if there is an audit of the money that is spent on cleaning and implimentation

The Government raises funds from taxes to do public service, but the provision of making cash vouchers of expenditure and making payment in cash by the treasury is a large loop hole in the system that facilitates corruption within the system. Government expenses should be done by bank transaction only. This will phase out corruption and misuse of funds when implemented.

To manage countrys' expenditure management we need to have all digitalisation. Means we should call our IT experts to design such softwares so that any single rupee transmission can't be done without online approvals. The approvals should involve Indian peoples participation also.For example any bidge has to be plan then for next next 20 years traffic has to considered accordingly public active participation,online suggestions with plans are called and then publicly selected by chief ministers

IN FOREIGN COUNTRIES PLASTIC MONEY IS EXTENSIVELY USED FOR ALL FINANCIAL TRANSACTIONS WHICH DIRECTLY GIVE INFORMATION REGARDING MONEY BEING SPENT BY INDIVIDUAL WHICH CAN BE EASILY LINKED TO HIS INCOME . ALSO A VALIDITY ON CURRENCY NOTES SHOULD BE IMPLEMENTED TO ENSURE THAT NO CURRENCY NOTES CAN BE BLOCKED AND CONVERTED IN BLACK MONEY AND KEPT STASHED FOR LONGER PERIOD OF TIME. ANY CASH TRANSACTIONS OF MORE THAN RS. 20000 OR ABOVE SHALL BE MADE THROUGH DEBIT/CREDIT CARDS ONLY.

make a group for corruption removal from india as expenditure major part of salary of government officers and are concentrate on bribe for example police in mumbai use their vehicle for collection of money from place to place and collect brible from howkers on street and people involved in any type of case or knowing people same procedure for all officers and link same group amout to amount Rs 20 to 2000 diwali etc etc stop them please ...
