The optimal solution would be G/G operator-managed networks (operating in licensed spectrum), likely augmented by WiFi and in the future, small cells, to handle more data in high-usage areas.

Getting more from existing assets, when expensive equipment – transformers, pumps, power plants, power lines – can be remotely monitored, it can be pushed to its maximum capacity without fear of overload.
