Spending on Research on Development for things related to science is the most important thing for a country's development.
Educating students about newly emerging fields in science from time to time will be very helpful for the students and to the country.
India already spends good amount in many fields of science but it should also encourage kids to take science as their stream by conducting science fairs etc.
I personally think India should start spending more money on computing fileds

Kudos to the team producing such versatile developments in various science and tech domains. Similar to awards in sports like Khel Ratna , Prestigious awards like Padma awards, Try to announce some new awards in the name of few scientists in India. This will help the young m9inds and help the developing pillars of the nation to get involved deeply in this domain.

Reasons for failure to develop the scientific temper:
Illiteracy: Still millions of people are illiterate. About 25% Indians are illiterate. This is a major hindrance to developing an attitude of scientific temper in Indians.
Women backwardness: Indian women are still not fully empowered. And empowered educated women is must to instil a scientific temper among its children and in the house.
Religion: Often the structural rigidities have their roots in religion.
