To do that, primary requirement is to make everyone aware of their surroundings. There should be punishment for spitting, littering in public. Polluting air and water should be punishable. To achieve this, number of police should be big. Every village must have a task force with good incentives for maintaining this. Every child has to be educated to think outside the box and innovate the existing methodology of recycling and getting best of all disposed items! India has brains and can achieve it

Science is a practical subject.For students I think schools are the best places.From the very beginning students should be taught Science through practicals.To understand Science it is very necessary to feel it.Practical learning can change the way we look at the things.
For common people,I think we should emphasis on grassroot level.In villages 'Science Mela'can be organised where some simple scientific experiments can be shown to people,may some of them can help them in their daily life
