we cannot achieve circular economy without decoupling from China. china is dumping massive amounts of low quality goods into India & also harming India's local manufacturing. the secret to Chinese growth is not just slave labor. the secret to Chinese growth is trillions of debts issued by CCP to state controlled manufacturing companies through state controlled banks. china has rigged the system to balloon massive growth to bogus debts & to spur industrial growth in just 10-15 years. china has cheated the whole world through this rigged system controlled by CCP- local govt debts- bogus banks - & state controlled industrial units. to achieve circular economy, India needs to create local industries based on need. India also needs to make all food processing on non-profit basis. all electronics industries must completely decouple from China. if we're unable to decouple from China, we have to work hard to understand why we're unable to decouple from CCP.

We need to launch weekly old item sale and purchase market and repairing at any park or ground in each city.
This will help reuse, and repairing and fair price market for sale and purchase of reusable products.
Poor people will get old products at reasonable price.
Otherwise shopkeep involve as middle man.
And earn big money.
Discarding is not problem when poor people get it at low price. It is beneficial for poor people.
Discarding is good for government tax collection.
Rich people pay more tax on purchase of New device.
But we need to create system of resale to poor people.
