A webinar on “Transforming the Health Sector: Union Budget 2021 – Strategies for Implementation” is being organized by the Department of Health & Family Welfare along with the Department of Health Research (DHR), M/o AYUSH and Department of Pharmaceuticals on 23rd February 2021 from 10.30 AM – 1.00PM. The webinar will enable sharing of the key highlights of the budget in respect of the health sector and broad strategies for implementation which build on and leverage reforms, enacted over the past few years. Invited experts will reflect on the challenges and opportunities for strengthening policy reform and implementation and provide suggestions on effective partnerships for positive outcomes. Experts are drawn from academia, research institutions, public health experts, Industry, State health officials, Directors of AIIMS, PGI, JIPMER, NIMHANS, other Central Government Institutions and representatives from FICCI, CII, ASOCHAM, PHD Chamber of Commerce, Healthcare Federation of India.

The key announcements in the Union Budget related to Health Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

1. Pneumococcal Conjugate Vaccine to be rolled across the country
2. ₹35000 crore for Covid-19 Vaccine in 2021-22
3. Supplementary Nutrition Programme and Poshan Abhiyan to be merged and launched as Mission Poshan 2.0
4. Outlay ₹64180 crore over 6 years
5. Support for Health and Wellness centres
6. Setting up of Integrated Public Health Labs
7. Establishing critical care hospital blocks
8. Strengthening NCDC
9. Expanding integrated health information portal
10. National Commission for Allied Healthcare Professionals Bill
11. The National Nursing and Midwifery Commission

हम अपने देश को भारतमाता कहकर प्रणाम करते हैं, मातृशक्ति का प्रतीक है हमारा देश । आपने महिलाओं के जनधन खाते खुलवाये, आपदा में राहत पहुंचाए । महिलाओं के लिए उज्जवला योजना लाए लेकिन महिलाओं के स्वास्थ्य के लिए सार्थक पहल नही हो पाई । परिवार की धुरी होती है महिला । बिना वेतन, बिना मजदूरी पूरे परिवार को सम्हालती है महिला । दुर्भाग्य से बीमार पड जाए तो पूरा परिवार परेशान होता है । कृपया देश की प्रत्येक महिला को अनिवार्यतः आयुष्मान योजना से जोडने का कष्ट करें । सादर !

आपदा की मार झेल रहे देशवासियों को शारीरिक रोग से ज्यादा मानसिक रोग बेहाल किये हुए हैं, शारीरिक रोग की तो पहचान भी हो सकती है लेकिन मानसिक रोग आमजनों को पहचान में नही आ पाते और जब तक रोग की पहचान हो पाती है तब तक बहुत देर हो चुकी होती है । कृपया काॅल सेन्टर, पोर्टल आदि की व्यवस्था की पहल करें । आपदा में बहुत से लोग बेरोजगार हो गये हैं उन्हें भी आयुष्मान योजना का लाभ मिले ऐसी व्यवस्था हो । नवाचार एवं डिजिटलीकरण से सम्बन्धित कुछ सुझाव संलग्न हैं -

आदरणीय प्रधानमंत्री जी हमारे देश में सरकारी अस्पताल, जो सभी अत्याधुनिक इक्विपमेंट्स से सज्जित हैं उनकी संख्या काफी कम है, इसलिए जो प्रत्येक जिले का सरकारी अस्पताल है उसमें सभी आवश्यक अत्याधुनिक साजो सामान तथा प्रशिक्षित कुशल मानव संसाधन अवश्य उपलब्ध कराए जाएं अभी तक प्रीवेंटिव मेडिसिन पर बहुत बजट खर्च किया जा रहा है, लेकिन अब क्यूरेटिव पार्ट पर भी अधिक बजट खर्च किया जाना बहुत आवश्यक है।

Government should spend more on infrastructure in government hopsital premises and should buy more medical equipments as per demand. 100% FDI investment should be allowed in health sector. government should encourage Indian medical equipment manufacturing & pharmaceutical companies by lowering taxes and should levy heavy tax duties on Chinese imports to discourage it and to promote Atmanirbhar Bharat.

Contd---Reliability of any equipment in hospitals is of prime importance.The equipment manufacturer will have to provide services on regular basis. This can create employment for technicians Even pvt hospitals would be interested of such services.The idea is to have rugged equipment coming into hospitals to get maximum service life. Producing quality goods becomes a habit & the manufacturer will have better control for long service life.

Contd---The hospital equipments should have good ratings.And AMC for 5 yrs or more as a total package.Depending on the usage & importance to the hospital.This can avoid low quality equipments on L1 basis.Reliability of any equipment in hospitals is of prime importance.The equipment manufacturer will have to provide services on regular basis. Contd---The building should be positioned in such a way for natural light through out the year.The building if it has Louvres should be pivoted to take care of wind direction in different seasons.Having roof dome ventilation where ever possible to have fresh air into the hospital.Having 5 feet ceramic tiles on all the passages & Stair cases.For regular cleaning.The hospital equipments should have good ratings. Govt is allocating budget funds for health care.We should buildnew generation low cost hospitals with renewable energy.The roofing of the hospital should be for solar water heaters,Solar panels,If possible in rural areas with wind mill depending on location.The hospital should have large area with greenery and ventilation.The ventilation should be 20 to 25% of the floor area.The windows should have SS nets to avoid insects.The building should be positioned in such a way for natural light contd--

sir देश के सभी जिलों से सिकलसेल थैलेसीमिया के पेशेंट ओं की सूची बनाई जाए एवं उनके लिए निश्चित रूप से ब्लड की सुविधा मुहैया की जाए ताकि समय पर ब्लड मरीजों को मिल सके ज
