A webinar on “Transforming the Health Sector: Union Budget 2021 – Strategies for Implementation” is being organized by the Department of Health & Family Welfare along with the Department of Health Research (DHR), M/o AYUSH and Department of Pharmaceuticals on 23rd February 2021 from 10.30 AM – 1.00PM. The webinar will enable sharing of the key highlights of the budget in respect of the health sector and broad strategies for implementation which build on and leverage reforms, enacted over the past few years. Invited experts will reflect on the challenges and opportunities for strengthening policy reform and implementation and provide suggestions on effective partnerships for positive outcomes. Experts are drawn from academia, research institutions, public health experts, Industry, State health officials, Directors of AIIMS, PGI, JIPMER, NIMHANS, other Central Government Institutions and representatives from FICCI, CII, ASOCHAM, PHD Chamber of Commerce, Healthcare Federation of India.

The key announcements in the Union Budget related to Health Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

1. Pneumococcal Conjugate Vaccine to be rolled across the country
2. ₹35000 crore for Covid-19 Vaccine in 2021-22
3. Supplementary Nutrition Programme and Poshan Abhiyan to be merged and launched as Mission Poshan 2.0
4. Outlay ₹64180 crore over 6 years
5. Support for Health and Wellness centres
6. Setting up of Integrated Public Health Labs
7. Establishing critical care hospital blocks
8. Strengthening NCDC
9. Expanding integrated health information portal
10. National Commission for Allied Healthcare Professionals Bill
11. The National Nursing and Midwifery Commission

Sir there are lots of vaccines which are made available in private hospitals than in public hospitals. So sir kindly check this that almost all the vaccines should be made available to public hospitals too so that apart from basic immunization other important vaccines too can become accessible to poor families or those who can afford only public hospitals. Sir also brain drain policies should be checked and MBBS and MD graduates should be motivated to work for their country.

India is among the countries with the lowest public healthcare budget in the world. The public healthcare system in the country, including that of the state and central government is close to 1.3% of GDP compared with the OECD countries’ average of 7.6% and other BRICS BRICS countries’ average of 3.6%. While the total per capita government spending on healthcare has nearly doubled from Rs 1,008 per person in FY15 to Rs 1,944 in FY20, which comes to 15% CAGR, it is still considered low.

The demand for healthcare services in India is expected to grow exponentially; however, the country’s public expenditure on health (by the Union and State governments combined) has remained at a low level of around 1 percent of GDP over the last two decades. The deficient level of public spending on health has resulted in poor infrastructure and inadequate human resources in this crucial sector. This has adversely affected both the coverage and quality of healthcare services available.

मेट्रोपोलिस हेल्थकेयर के प्रमोटर और एमडी अमीरा शाह ने बजट से अपेक्षाओं पर प्रकाश डालते हुए कहा, “भारत में पर्याप्त सार्वजनिक स्वास्थ्य बुनियादी ढांचे की कमी एक उच्च आउट-ऑफ-पॉकेट खर्च के साथ संयुक्त रूप से भारतीय परिवारों पर एक उच्च वित्तीय बोझ डालती है और इसलिए स्वास्थ्य देखभाल बजट को बढ़ाती है। आने वाले दशक में आवंटन का अत्यधिक महत्व है ”।

मैंने अपने जीवन में अनुभव किया है कि सरकारी अस्पतालों में नर्स एवं डॉक्टर मरीजों से अच्छे से बात नहीं करते हैं तथा इलाज में भी लापरवाही करते हैं जिनकी शिकायत करने पर भी कोई नहीं कार्रवाई की जाती है इसके लिए विशेष जांच दल गठित की जाए जो विभिन्न अस्पतालों का औचक निरीक्षण करते हुए शिकायत पाए जाने पर वेतन कटौती, निलंबन तथा अपराध भी दर्ज कर सकें कुल मिलाकर मेरा सुझाव है कि चिकित्सा के क्षेत्र में सेवाकर्मियों का कार्य प्रति जवाबदेही सख्ती तय हो सके और मरीज के प्रति सहानुभूति पैदा हो सके।
