On one hand, a number of dwelling units in a city are vacant and on other hand, we see the number of jhugi jhopadi is increasing within that city. We may authorize every DM to take over the vacant dwelling units and rent them out to the families living in the jhugi jhopadi. The rent can be deposited in the owners' account after deducting service charges. It may help the idle infrastructure of the city well and properly utilized and we can ensure cleanliness too.

We may have an index of each district to show its performance in terms of its industrial production and sales of the trading houses to create an inter-district competition and the district which improves its rank can be prized. Similarly, we should create an index of the monthly performance in terms of Swachhta (Cleanliness), health and law & order.
