Ministry of Skill Development and Entrepreneurship is mandated to lay down a roadmap for Skill development and Entrepreneurship in the country. Developing a comprehensive and holistic policy document is an integral part of the process. This requires a fresh look at the already existing National Policy on Skill Development (NPSD), 2009.

The Ministry has been in the process of drafting a National Policy for Skill Development and Entrepreneurship 2015. Preliminary inputs were called for from all concerned Central Ministries/Departments on the work being done in the skill development and entrepreneurship space along with issues/concerns in the sector. The draft National Policy has been developed based on these preliminary inputs and in consultation with various stakeholders during the course of last six months. It is now desired to have wider consultations on the draft policy to develop a cohesive vision and roadmap for skilling India with speed, scale and standards.

Policy should ensure; 1. Job security. 2. Skill development should start from early school days. 3. Public exhibitions system to showcase childrens skills.

One ultimate fact is that until our education is not focused on the solution on the real problems from the first day of education till then we producing unskilled degree holders. university education must focused on the solution of real problems. Pradhnmantri ji make it compulsory for the universities to adopt the surrounding areas to identify their social.economic problems and to work for their holistic development. Without practical knowledge no one is skilled.

In this new era of globalization skill development is a holistic tool to eradicate the crisis of Unemployment. It would be better to make the skill development courses compulsory up to Intermediate.

Skill development should implemented from school time itself, for that we need to update our curriculum to current requirement Standards and our kids are all educated but not skilled, who is responsible for this!? Changes should be implemented from grass root level then only we can over come this issue

Please include specifically in the Policy that all educational institutions from ITI/Polytechnic/Engineering /Commerce/Arts and Science/Management college are allowed to conduct education courses mapped to NSQF only by 2018,and government funding including UGC funding will be available to only the above institutions.The current Skill Policy has to be coordinated with National High School/Higher education, HRD Policy and comprehensive policy covering skills for education at all levels to included

The key focus areas are as follows: 16) Evolve Standardised Curriculum for different sectors with annual curriculum upgradation mechanism in line with national and international focusing on content, coverage, level and practice. 17) Establish a dedicated Online University for the whole country with contributions from various leading Institutions of National Importance for content collection and management 18) The Online University should have multi lingual content for various skills

The key focus areas are as follows: 13) Establish English Language / Communication Skills Development Centre in all Institutions and Universities so as to make our manpower globally competitive. 14) Evolve Dedicated Certificate, Diploma, Higher Diploma, Bachelor Level, Master Level Degree Programmes based on credits and transfer ability of credits launched in various universities 15) Evolve a participative culture of curriculum development including faculty members and trade bodies.

Means of non formal education like AMIE,Distance learning /ODL programmes to be encouraged and they should have minimum 60% skill based courses. We are concerned to note that the Govt undertakings and PSU are requiring full time B.Tech/MBA etc for their jobs this means they are not recognising courses like AMIE,Distance and ODL skill courses which is highly discriminatory and hindering people joining skill development,pls take action.Dont discriminate ODL mode by asking for full time mode Degree

The key focus areas are as follows: 9) Establish Incubation centre in all Institutions to help the alumni establish businesses of their own. 10) Integrate the Government funding agencies with the Skill Development Institutions to help the pass outs in establishing their own businesses. 11) Allow Corporates to invest in laboratories of these Skill Development Institutions. Consider all expenditure in 2 percent as required by CSR regulations. 12) Invite PPP Model for Academic Institutions
