Skill-Development:
Promote Part-time 'Apprenticeship' both in industry and in government on large scale. This will not disturb the existing systems, both in Industry and government, and provide additional resources (a a low cost) while achieving the national mission of "Skill Development" along the way.
The part-time job will inspire few smart/younger people to turn entrepreneurs as well from the skills they acquire. I am at loss of ideas how this can be promote this intentionally.

Culture to accept failure as stepping stone - essential for entrepreneurship spirit. I request PM Modi to talk on this matter in one of his "Mann Ki Baath" on 'Entrepreneurship' to get a national debate started on this important topic.
Skill Dev - Bring bringing back of Apprenticeship culture (Gurukula culture) where a student works with a Guru for years and masters skills. No University Degree Certificate (not even western) is going to help get skills in a better way.

Skill development should be linked directly to employment generation. Merely developing skills shall not help if we are not generating related employment opportunities. We should also provide assistance for building small scale businesses, so that the developed skill does not get rusted. Another point is creating a benchmark in the desired level of skill and reviewing the market requirements on a regular basis.

On 26-4-15 in his speech Maan Ki baat Respected PM Mr Narendra Damodardas Modi emphasized on MAYLA MATHE PE DHONA (carrying dirt on head). The phrase was headline in each and every NEWS of the day. Is He really concern about this and made provisions of reservation in LOK SABHA, RAJYA SABHA, STATE VIDHAN SABHA, MILITARY etc etc etc ...... Such reservations are in place in other aspects of life.
Respected PM Mr NARENDRA DAMODARDAS MODI SIR do you have explanation or just a speech.
