My Suggestion Here,
1. Aim for more Open space in place like Chatram / Teppakulam / Central bus stand like Places across the City
2. Different Drainage for Home and Industrial wastage and Proper Drainage for road side rain water flow
Like in Singapore
3. Design the Roads with more Free left in turnings to avoid Congestion
4. Have more Public Toilets in the Place getting open defecation currently
5. More Parks and Playground for Kids and Adults

Needs:
1) separate lane for cycles @ congested areas - will improve and help both environment and individual health.
2) separate road lane for government vehicles( including ambulance) - will help and improve hassle free movement of govt vehicles and will highly avoid mutual disturbances
3)smart card ticketing and queue system in transportation

Need to build a good single bus terminus in city and to develop the international airport ( passenger arrival is more than the airport capacity ) still need to maintain city clean and green....

Chennai should follow Smart transportation network as in cities like Masdar with focuses on Walkable and pedestrian-friendly city, promotes zero-carbon public transportation options, electric vehicles, accessible and strategically positioned car parks, electric buses and a centralised, zero-carbon, automated public transportation network.

Provide sterilized and purified water banks in Most populated area like Bus stand, Bus stop, Bazaar area..instead providing contaminated and unhygienic water for free made that with reasonable cost.
