Respected sir, I am representing for exporters from Tirupur/south india. i would like to make changes in GST law allowing exporters to get the refund of ITC on account of exports without payment of Tax , in simple manner. ie now law allowed to get SGST from state tax office and CGST/IGST from central tax office. ie we have to follow 4 times ( 90% first and 10% next in both office) .GST LAW SHOULD PERMIT THE REFUND SANCTION AUTHORITY EIGHTER STATE OR CENTRAL SHOULE BE RECEIVED IN ONE time.

In jobwork return, there is guideline for wastage but no clear guideline on shrinkage ( The gray cloth shrink from 100 Mtrs to 80 mtrs due to heat), so where to show this shrinkage. WHich qty to be mentioned in sheet : JW to MFG sheet. this must be clearely indicated in law .

If payment is by chq, trf, rtgs, neft or epayment and dealer has valid purchase bill no disallowance should be made in case of mismatch to discourage cash payments. Also no Reverse Charge Mechanism should be there if payment made other than cash or TDS as per Income Tax Act is deducted from payments made to unregistered dealers. Govt is getting revenue any way. Rate of RCM should not be more than 5% for any expenses. RCM GST paid should be allowed as business expenditure.

In Eway bill, system the supplier issue PART A but some transporters are not filling up PART B and deliver the goods without Eway bill. This is not in supplier knowledge. Supplier is not willing to spoil relation with transporter so they will not complain. SO Government must take a legal action on only to responsible person rather than supplier who has already done his job. In present law supplier is liable hence transporter is not bothered to fill up part B and not issue Ewaybill.

The foremost provision that is required to bring in is for Revising 3B.
Next, payment of tax by cash should be in one single head, the system should automatically distribute taxes to state as well as centre.
For supplies from URP, buyer should not be burdened with RCM. Returns can be designed in a manner that it can ask for Aadhar no. / PAN no of such URP. This must be made compulsory n it will be easier for the govt to track tax evaders.
Provision for 1st & 2nd Appellate Body.

GST server take much time server speed has to be increased.Some officer are asking to submit hard copy of gst return physically. why? it will be good if they receive all documents via mail/ email physical contact is avoided for more transparency.And said principal should be applied to all governments tax and license office. Act,rules,notification vast so ordinary citizen could not understand can it be called simple then?

After the implements of GST lots of changes during and end of the year,now onward still face the issue of return format, because registered users is not qualifier to filed return directly, so we have resolve with simple format of return, which earlier VAT regime I am from Gujarat so i will suggest only Three return format for all users, One is GST3B for summary,GST1A(Sales Register), GST2A(Purchase Register),and they should be match with GST3B as same earlier VAT Gujarat 201,201A,201B

Please Levy Penalty on GST as per turnover Quota Because the dealer who is registered with GST and with T/O Not Exdeeding 20 Lakh may be liable to pay penalty for late filing of returns which is actually more than the profit earned from doing the business, and please clear about the matter of GSTR 4 that dealer will have to provides its supplier data or not and please reduce the penalty because many dealers have not knowledge about filing gstr 3b monthly and provide details regarding returns too
