it has to be federal structure, with all chief ministers ,pm,central ministers with specific sectors, and experts ,members from civil society but not on caste / creed.

हमे प्रत्येक निश्चित क्षैञफ़ल पर एक ऐसा केंन्द्र विकसित करना चाहिए जहां पर जीवन की आवश्यकता, जरूरत से लेकर सामाजिक उत्पादित, आधुनिक, नवीन प्रत्येक प्रकार की वस्तू उपभोक्ता को उपलब्ध हो, यह सेंटर उपभोक्ता का उत्पादक से सीधे संपर्क कराने के कार्य के लिए प्रतिबन्ध हो । हमें ब्रोकर वे को हटाना हे ।

rather than making plans for every five year, lets make it every year and divide the year into 3 quarters of 4 months each.. let us plan for every quarter and before the end of the each quarter the plan should be executed..the people having the expertise in every field such as environment, arts, policy making, culture etc along with scientists should be in the board.. please consider including scientists in the institution in any way possible.. take inputs from chief secretaries of all states..

Planning commission should be divided into 2 layers micro and macro. Micro part should be divided into further departments specialty into particular sector. To starts Macro should give objectives. Now all the micro divisions would do research on all possible implications on all stake holders of their respective division. In given time frame each micro division should revert with possibility, way through and impact on their division. After this macro division should make final policy
