Urban development is a major concern today and will become a challenge tomorrow unless it is addressed comprehensively.
Removing encroachment on pavements, developing proper pavement will enable movement of people on pavements and road will be for automobile. To my mind by doing this wee can improve traffic significantly without needing to spend mindlessly on widening of road.

to sum up: 1. on abolition of existing plg commission, the function of 'planning will devolve on the panchayats.
2. panchayats will federate at state and confederate at national level
4. in matters re. ST people, they will have the right to VETO proposals, however mighty be the agencies pressing them

5. conflict may arise in concerns like coal mining and the commerciaalization of public goods and facilities. if such conflicts involve the rights and usages of ST people, then, they must have priority oc consideration inclucing the right to veto against the proposal.

planning as a process shd start from the people and reflect their needs. i propose: in each panchayat, there shd be a 'standind committee' for preparing, updating, monitoring, and revision of plans.
2. 'plan' should mean & include every proposal for innovations.
3. gram panchayats shd federate representatives to a district planning forum; and thence to a state forum.
4. at national level, there shd be a confederarion of representatives of state federations for advisinf central ministries.

Irrespective of the final form of the would be new Institution, we must focus the initial plans of development in two to three major states where the scope and need of the development is required the most. UP, Bihar and WB are the real destinations for developments so that migration to other developing states could be eased out if not stopped. By products of such concentrated developments will resolve many issues.

Rather than planning commission, we need to have a priority commission, there are many issues which the previous govt have ignored , if we start in the right direction (on the basis of priority) the results will have a cascading effect & this will help in creating a right link.

Every PSU has a Audit, Vigilence ,Safety & HR Departments in spite of all these departments managed by professionals, corruption,accidents violations of human rights are on the rise. will the Modi govt. take up these issues with the concerned ministries
