Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

मोदी सरकार मे तीन एजेंट घुसवाना चाहति है अमेरिका नाम: जगदीश भागवती अमेरिकी अर्थशास्त्री, अरविन्द पानागारिया अमेरिकी अर्थशास्त्री, विवेक देबोरोय ईच्छा: अगले प्रधानमंत्री को सलाह देनेवाली बाहरी परिशद मे होना, अ धिक विदेश निवेश तथा ट्रेड की अनुमति की आग्रह रखना सरकारी खर्च मे कटोति करने को कहना और FDI के लिए रास्ते खोलना तथा अगले प्रधानमंत्री के सलाहकार बनकर मुक्त बाजार की हिमायत करना और विदेशी कम्पनियो कि रुकावटे दुरकर उनके लिए रास्ता खोलना! मेरा अनुरोध है की ईनसे दुर रहे!

CLUSTER PLANNING. India being a large and diversified nation needs planning based on say 'Clusters' which would be decentralized from the single center based board. These clusters would be concentrating on need based sectors. It would report to a central board. The central board is the coordinator and fulfills the needs of these individual clusters. The reason these clusters would succeed is it works on grass root level and may also work with the local authority & state govt.

I had contributed in the Rural Electrification Program in India. In decentralized distributed generation scheme under RGGVY, planning commission had earmarked Rs500 Cr. But till today not more than Rs. 5 Crores is spent since 2009, for electrification of un-electrified villages through renewable energy sources. SO NOW WHAT WE REQUIRE IS "IMPLEMENTATION AUTHORITY OF INDIA". We need to implement our thoughts rather than just planning planning & planning.

-Exercise central forbearance, avoid preemption of state laws and policies, centre should not interfere with state revenue systems, states standard should be preservded,judicial branch should respect state authority,avoid imposing unfunded mandates , designing central-state programs , Central funds should provide maximum state flexibility without specific set-asides.  States should be given broad flexibility in establishing centrally mandated advisory groups, - Thus become a true celebration

It is a good idea for scraping good old Planning commission. For keeping India a developed nation by 2020, a mediator should be there for Central and State Govts. This mediator should report in 100 days the plus and minus points to the Cabinet Secretary. Lengthy procedures should be avoided. Speedy actions should be taken for fast development like China. 40 years back china is on par with India. Now it reached good heights.
