Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

Planning Commission shall be replaced with Planning Commissioners equally allotted to 29 States and 7 UT among them selves and monitor the development activities of the States from time to time and report to the Central Govt any discrepancies or handle by them selves on day to day observations.

ACTION commission. only 4 action for 5 years for all parts of India: 1. irrigation, ponds for all villages, rain flood store, 2.electricity-for all 2 power-home& commercial 3.lower interest rates- scam money of UPA to be collected by courts & spent by courts on infrastructure of that state 4.Simplify laws.- small cases solved in common sense courts.Terrorists,Murders, rapes-victim family gets life long care from accused family- loot of money to be given with damages to victim families- No crime

Polling booth Area is the smallest area, Committe of Diffrent portfolio to be made from National, State, District, (Ward+ Village) to polling booth level. Portfolio in-charge must be like for education - Professor, for health- Doctor. In each level, age limit of polling booth 35 years, Ward level 40 years, District level 45 years for State level 50 years and for National level 55 years. can not explain in 500 words, if I get chance to meet Prime Minister, I can share every thing in detail.

New Institution first differentiate villages and cities. Like 100 smart cities, 1000 smart villages can be made which consist of every type of facilities in agriculture and plantation. Even it run on renewable sources like Solar power, gobar gas, Wind power energy.

Institution should have two layers. One consists of creative people like techno crafts, medicos ,agricultural scientists etc who has spent at least ten years in district towns or below so that having knowledge of problems rural@ middle class people. Ideas obtained from this layer , 2nd layer may plan for better India. 2nd layer consists of non political beurocrats, financial expt ,professor of technology having vision of problems of grass root of states. 2nd layer cannot overrule ideas of 1st

Whatever you may do, please adopt bottoms up planning rather than top down planning model. It will be more realistic, more effective and more efficient. Initially it could adopt district level plans to be adopted as the national plan goals. Plan initiator could be district collector and his team consisting of prominent citizens of the districts. Resource requirements and sources of resource generation to be detailed in the plans. Implementation can be monitored at the national level.

Recasting the plancomm. should be viewed from the point of view of restructuring which inclusion of dissolving many govt. bodies, and bringing in new alongwith injecting administrative reforms to raise the index of govt. delivery systems. Therefore as we recast plancomm. we should think of merging and amalgamating many organization for ex. i feel there are many organization like knowledgecomm+c-Step+academies(art, sahitya etc) reorienting toward national goals. There r many incluing Nehru centrs

Sir... I think we do many planing but this time to do something about Increase knowledge of people good governance. I think we should start a help line which have full knowledge of India's government. ... And that number would be toll free so coman people can also call.. The toll free number can be easily remember just like our slogan abki bar modi sarkar.. It just lias just dial and some additional information about government ........ I think it will be people friendly. ..
