Some suggestions: 1. Offer incentive for first time Tax filers (say a rebate of 10%) - good habits start early!) 2. Bring agriculture into tax net e.g. agro income above 5L should be taxed 3. offer loyalty rebate for regular payers and build tax relief - like NCB - say 1% of every year of tax paid 4. Offer tax relief in FY18, FY19 to all residents of Swachch Cities i.e. reward citizens for keeping their city clean 4. Fund the above tax reliefs from heavy penalties on tax offenders

Presently there exist two category `Senior Citizens' of ex-govt/PSU employees, one who enjoys Pension and second who does not. For former, the pension amount increases, but the later's walet is gradually shrinking due to regular reduction in FD interest rates by banks. Union budget should make some special provisions to safegurd this cetegory of Senior citizens. Like having a "decent fixed interest rate with one maximum FD amount" to enable them earn equivalent pension as compared to former.
