Telecom Regulatory Authority of India (TRAI) has released a Consultation Paper on ‘Review of Interconnect Usage Charges’ on 05.08.2016.

Interconnection means the commercial and technical arrangements under which telecom service providers (TSPs) connect their equipment, networks and services to enable their customers to have access to the customers, services and networks of other TSPs. Interconnection is extremely important from a consumer perspective. Telecom users cannot communicate with each other or connect with services they demand unless necessary interconnection arrangements are in place. Commercial and technical arrangements must be made to facilitate interconnection between TSPs. A number of issues must be agreed upon by the TSPs or determined by the regulator in order to finalize these arrangements. The most important commercial issue for a successful interconnection arrangement is the Interconnection Usage Charge (IUC). The Authority specified IUC for the first time in 2003. Subsequently, these charges have been revised in 2006, 2009 and 2015.

The Consultation Paper issued today, inter-alia, seeks inputs of the stakeholders mainly on the following broad issues:

(i) Approaches to be used for prescribing domestic termination charges (viz. mobile termination charges and fixed termination charges) for maximization of consumer welfare, adoption of more efficient technologies and overall growth of the telecommunication services sector; and

(ii) Approaches to be used for prescribing international termination charges and international settlement rates in the country for long-term sustainable growth of the International Long Distance (ILD) service segment.

I believe TRAI should reach out to every citizen in the country by publishing about itself and all the rules, regulations etc in local daily newspapers, tabloids. This way, everyone in the country, from village to metro city, people will be aware of TRAI and get to know their rights and facilities. In this way people will know everything about TRAI, about how to tackle the crony telecom operators who increase prices and provide bad service.

But even now there is still computer and internet illiteracy in the country. Perhaps because these particular strata of people believe internet is unnecessary for their profession/job and, due to the ineffective marketing done by telecom companies. First people need to be taught about computers, how and why computers are useful for them and their work. Then the telecom players should provide good data and call services at lower costs.

When BSNL was the only telecom service provider in the country, people did not know about these things as the government didn't bother to share these information. But as the Information Age came in and private players entered, providing fast and cheap services, then suddenly we get to see a new avatar of BSNL and a lot of people came to know that there is something called TRAI in the country which governs every telecom business in the first place.

Telecom companies should provide excellent quality interconnectivity in maximum number of towns and villages. Companies may minimise call rates and data plans with better service and low radiation. Telecom companies must upgrade their billing system for data usage. Consumer complains just because of Excess Amount Deduction From Main Balance while using Data Plan. Sometimes call charge is generated without any conversation and the operator says that the problem is in the network of other party.

india should be divided into four or five zones and made roaming free for incoming and outgoing within the zone. many of us carry two or three sim cards. but telcos are not interested. loss in this will be made up by extra usage.

Bsln is not good stenght range ,this range not powrefull .this bad range network benefits other Voda,idia,airtel,etc.Vodafone &other company unwanted charge to consumer service Better .but no benefit consumer .other company higher charge call rate,internet pack,service tax,&main balence account is less of specific pack.this diiffence total washout .trai fix rate &less cost fix private company.

I am not going to say u anything new but please do look at the rates of the data card. Currently data rate is very high of the most of the companies.If we want a grand success in "DIGITAL INDIA" programe then every indian (mostly villagers having low income & the unemployed) should be able to use the internet & this will only be possible if the data card rate is not so high.Do look at the matter

It's not clear to me what the regulator has to do with this interconnection charge. There's a telco who has excess spectrum in a particular area, and another vendor is looking for it. Let them discuss, negotiate and fix the rates. There's enough competition among these telcos and I don't foresee any oligopoly here

BSNL offers incoming free all over India.But outgoing charges in roaming is very high.Voice STVs cannot be used in roaming.Example, Special Tarrif Voucher STV224 offers 19200seconds voice call but it cannot be used in roaming.Lot of people traveling between 2states daily, they need to pay more. If voice STVs can be used in roaming, it will be very helpful (like Data and SMS STVs)
