Telecom Regulatory Authority of India (TRAI) has released a Consultation Paper on ‘Review of Interconnect Usage Charges’ on 05.08.2016.

Interconnection means the commercial and technical arrangements under which telecom service providers (TSPs) connect their equipment, networks and services to enable their customers to have access to the customers, services and networks of other TSPs. Interconnection is extremely important from a consumer perspective. Telecom users cannot communicate with each other or connect with services they demand unless necessary interconnection arrangements are in place. Commercial and technical arrangements must be made to facilitate interconnection between TSPs. A number of issues must be agreed upon by the TSPs or determined by the regulator in order to finalize these arrangements. The most important commercial issue for a successful interconnection arrangement is the Interconnection Usage Charge (IUC). The Authority specified IUC for the first time in 2003. Subsequently, these charges have been revised in 2006, 2009 and 2015.

The Consultation Paper issued today, inter-alia, seeks inputs of the stakeholders mainly on the following broad issues:

(i) Approaches to be used for prescribing domestic termination charges (viz. mobile termination charges and fixed termination charges) for maximization of consumer welfare, adoption of more efficient technologies and overall growth of the telecommunication services sector; and

(ii) Approaches to be used for prescribing international termination charges and international settlement rates in the country for long-term sustainable growth of the International Long Distance (ILD) service segment.

#TRAI, #MyGov, I think that TRAI now has only become a governing body with no authority over TSPs as off i remember TRAI gave out verdict that every TSPs should have specified 3 categories of recharges like rate cuter top up and validity voucher and TSPs cannot provide combo offer like recharge with certain amount to get validity less than 30 days & certain amount. But i see that this practice is largely practiced by TSPs.Apart rates are increased for every services and its validity is reduced.

1.)Approaches to be used for prescribing domestic termination charges : Let them review themselves and upgrade their network as and when required, Just keep a watch if they are serious about their plan and customers. Some operators are really serious about their customer complaints, like airtel, vodafone, but some are like they will never improve like aircel and reliance. 2.)Approaches to be used for prescribing international termination charge : This needs to be looked and monitored by #TRAI.

There should be uniform charges throughout the entire country. One India - One rate. No roaming, no STD charges irrespective of the 'Operator'

Honorable Prime Minister Sir, My humble suggestion is to push BSNL to change gears, make serious efforts to take services @ doorsteps of consumers by establishing dedicated exchanges in Industrial areas to meet growing needs and challenges of MSMEs. This alone holds the key to success of cherished dream of achieving #EaseOfDoingBusiness under #DigitalIndia. With your unprecedented success in guiding #GST amendment Act through parliament, next stop is implementation of #GST thru #DigitalIndia

I am an employee of BSNL.I joined in BSNL from 2000. As per my experience because of Inter operative charges customer has to pay more. for example customer will get benefit of the company for the calls with in same network only. He has to pay more if he calls other network. so for the betterment of customer IUCHARGES TO BE removed. only charges for international calls may be charged. for IUC charges telecomm companies are benefited not the customers.
