The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

in Gujrat there are so many villages activity related same but they have not a such platform for business or export knowledge

We have to create facilities in villages to make the villages self-sufficient, to make them self-reliant and shall have no need to look at and run to cities to meet their daily requirements of healthcare, medicines, basic education and shopping needs. When villages have basic living facilities as per today's expectations and better transport connectivity with cities nearby, people will not leave the villages to settle in big cities for education or earning. This will reduce pressure on cities

#MakeinIndia and #SkillDevelopment is for manufacturing sector. However, farm sector, which has potential to feed entire population, we have to import fertilizers, seeds, grains, edible oil, onions etc. Farm sector is totally monsoon dependant. Start campaign 'Make in India' in farm sector as well so that we need not import grains etc. Involve 'Skill Development' so that farmers harvest with less water. Companies can adapt villages for development of micro irrigation.

#MyGov is committed to empowerment of villages. Self-sufficient villages will make self-sufficient districts which in turn will make our nation self-sufficient. We have to be self-sufficient to be self-reliant is the only solution to our problems. But there is another side, there is no short-cuts in this journey. We have to start basics in country. For example all over growth in consumer goods and electronics industries is based on Assembled in India. All critical components are imported

जीएसटी भरते है पर बैंक वाले लोन नहीं देते बोलते है प्रॉपर्टी के कागज हो तो लोन देंगे हमारे जैसे छोटे व्यापारियों के पास कोई प्रॉपर्टी नहीं तो सरकार लोन नहीं दे रहे

भारत में जितने भी जीएसटी अन्तर्गत व्यापारी है उनको सहायता पहुंचाया जाए जितने भी करंट अकाउंट है उनमें सीधी राशि दी जाए ताकि छोटे व्यापारी अपनी दुकानों के भाड़े भर सके बंद दुकानें घर भाडा ऊपर से बच्चो के स्कूलों की बड़ी फीस कमाई कुछ भी नहीं छोटे व्यापारी पहले से धंधे नहीं उससे परेशान थे अब करोना के कारण घर बैठे है खर्चा निकालना मुश्किल हो गया है मेरे जैसे छोटे सोने चांदी का व्यापार करते उनके बुरे हाल हो गए सरकार हमारे जैसे छोटे व्यापारियों को लोन भी नहीं दे रही बैंक वाले प्रॉपर्टी के कागज मांगते

Dear sir, we have to motivate all Indians to wear handlooms at least for all festivals, Independence and Republic days. Campaigns with lesser known Padma award winners and celebrities should be run before all festivals Orient/ train handloom weavers to meet color and design expectations of the young Indians so that more Indians can take up hand woven fabrics Include Indian and International fashion brands in training and "mainstreaming" handlooms
