The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

Incorporating technology and skill together is the need of the hour. The prominent initiatives such as Skill India, Startup India and Make in India should be used well to exploit the unrestricted as well as the restricted creative possibilities of the Handloom and Textile sector in India. Also, the bottom-most structure of the societal pyramid should be empowered with knowledge and awareness of India's rich heritage and glorious treasure of Handloom and textile. Thanks!

Handloom sector is the one of the most popular and profit earning sector in this era.. we can promote the workers by giving them independent projects and making the deal of profit share,no 3rd party involvemnet should be allowed and give a platform. where they can project their work may in the form of exhibitions, sales, online gov store for handloom products. categories of products and state wise publishing. Material required should be give average cost. Price should be shared.

Two most dangerous problem in business and soceity are 1. Subsidy and 2. Quota. No matter what we produce or trade, business can sustain only when there enough buyers to buy. 1. Govt shouldn't encourage a business for subsidy. 2. Govt should never get into direct business. 3. Govt is just like another tool to enhance possibilities of business. 4. Govt Should work as influencer and monitor of overall interest of the country. If I get an opportunity I can show how we can make it.

Respected modi ji This is request to low down rate of cgmst in loan account below 3 lakh due to carona crisis. also those company which hv no chance of work during carona time. like events they can work for another activity. food industry/production compaing can be conducted bysocial gathering companies. change of track can give startup and company will not shutdown. plz give rebate in cgmst charges. abhishek(vishwaprabha)

1000 आदमी रोजगार से जुरजाऐं तो पंचायत का कायाकल्प हो सकता है। शव्द लीमीट के कारण मे पूरी व्याख्या नही कर सकता पर ,ईतना जरुर कहूंगा ,ये फारमूला पर काम करना चहीये,हम तो साधारन लोग है ,साधारन तरीके को अपनाना चाहते हैं,यही काम सरकार अपने स्तर से सुरुवात करे तो, देश व्यापी अभियान के रूप मे परीभाशीत होगा,ईससे गांव मे रोजगार साधन बनेगें,गांव के बिकाश से देश के बिकाश को बल मिलेगा, 50 रोजगार सभी पंचायत मे होना चहीये,ये रोज मर्रा मे उपयोगी रोजगार है।

सम्रीध भारत का सपना साकार करने हेतू,हथकर्धा के संग सभी प्रकार के घरेलू ऊध्योग को बढाबा देना आवश्यक है।ईसके लिऐ न्ऐ रूप रेखा तैयार करना होगा, काम की सुरूवात पंचायत स्तर से हो,पंचायत के पोपलेशन के आधार पर योग्य उद्यमी की चैन करें,और प्रशिक्षण देते हुवे,रूचीनुशार आवश्यक ग्रामिण उपयोगी समान का आयात नीर्यात सभी पंचायत मे करबाने का शंकल्प ले।हमारा मानना है कार्य के प्रारंभ से, सिध्र ही परीवर्तन देखने को मीलेगा। हर घर की जरुरत के सामान ,अनुमान रूप मे 50 पकरे तो।50*20=1000 आदमी को रोजगार मिल सकता है।
