The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

The last date for submissions on this forum is 3rd June, 2020.

सरकार सिर्फ उद्योगपतियों की मदद कर रही है ऐसा बहुत लोगों को लग सकता होगा। लेकिन सरकार मदद के नाम पर भीख नहीं दे सकती। उद्यमों को बचा पाने से बहुत लोगों के रोजगार की व्यवस्था में मदद होगी सिर्फ आज की ही नहीं, आगे की समस्या का समाधान होगा। जो लोग मजदूरों को नगद पैसे देने की मांग कर रहे हैं वह लोग चाहते हैं कि मदद के नाम पर बांटे जाने वाले पैसों में हेरा फेरी की संभावना बनाई जा सके। यह सरकार बस यही नहीं होने देना चाहती। DBT से पैसे पहुंचाए जाने से हेरा फेरी की संभावना नहीं होती

sir hamlog santipur w.b se hu.our ya alaka pura tant ke sath jura hua h.lekin tant ka halat aj aise jaga me pohucha h jiske daran yha ka ladka sab educated hone ke bad v bahar kam karne ja raha h . our yha ka halat av aisa jaga me pohucha h ki (agar tant ke sath jura rahega to vukha marega) bat pe agaye h . Our sarkar jo jo step leta hai uspe mahajan logo ka valai hota h. mojdur ka pass v nehi pohuch pata .isiliya apka pas ek nibedan h kripaya is halat ka upor najar daliya. Thanku sir🙏

I think if the ideas or suggestions from the actual workers are collected along with their suggestions and then experts or interested people from dufferent walks of life are engaged in finding suitable / workable solutions, it will be successful. Care must be excercised to identify locals who are acceptable to both govt and the affected so that the real issues and who can communicate in native language. Where there is a will, there will be a way out

यह समय निराश होने का नहीं है। सरकार सबको कुछ देने का प्रयास कर रही है। यह हो सकता है कि जो दिया जा रहा है वह अपेक्षा से कम हो सकता है और उससे सबकी सब आवश्यकताओं की पूर्ति नहीं हो सकती। लेकिन सरकार की भी मजबूरी है कि उसको सबका ध्यान रखना है। सिर्फ केन्द्र सरकार सबकी सब तरह से मदद नहीं कर सकती राज्य सरकारों को आगे आना होना। राज्यों को मजदूरों के लिए बसें चलाने चाहिए। केन्द्र ट्रेन की व्यवस्था करने को भी तैयार हैं स्थानीय सरकारों को आपसी सहमति बनानी होगी

I apologize first, because I am not good english. I think Indian handloom products ar in great demand country and ou of country. first, every product to be checked very well and one by one. Indian handloom stickers should be affixed on all products. It has to be managed by the government with a vendor and we must see to it not one duplicate products. These Shop have to be built in big hotels, foreign hotel, big tourist spot and airport. If you like my suggestion I will help more. thank you

Handloom based textiles needed a revival because somewhere this important part of Indian heritage is being forgotten. Handloom products are not only just the part of Indian heritage but it is also the source of the sustainability of livelihood and environment. As the majority of youngsters have stopped buying this kind of garments,government should study this scenario and take necessary action.
