The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

प्रत्येक शहर में विशेष सरकारी शोरूम खोले जा सकते हैं जहां हथकरघा उद्योग की निर्मित कपड़े का अन्य स्वदेशी उत्पाद के साथ विभिन्नता पूर्ण डिस्प्ले हो। ये सब सरकारी दरों पर विक्रय किया जा सकता है। सरकारी दरों के लागू करने का परिणाम यह होगा कि मनमाने दरों की बिक्री से आम जनता को राहत मिलेगी, बुनकरों को एक ऐसा बाजार मिलेगा जहां गुणवत्ता की स्वस्थ प्रतिस्पर्धा होगी, नौकरियों का सृजन होगा और सरकार को राजस्व का लाभ होगा।

भारत सरकार फ्रैंचाइज़ी मॉडल तैयार कर इस उद्देश्य का विशाल स्वरूप पूरे देशभर में लागू कर सकती है, इसके लिए सरकार को व्यापारियों के हितों का सम्पूर्ण ध्यान देना होगा बशर्ते उन्हें इसके लिए मजबूत कमीशन एवं सहयोग जैसे इलेक्ट्रॉनिक डीलर फाइनेंस स्कीम्स आदि का लाभ देना होगा ताकि वे अपने प्रोडक्ट को पूर्ण उत्साह के साथ ग्राहक तक पहुंचा सके इसके साथ ही कारीगर भाइयों को भी न्यूनतम वेतन एवं अन्य सुरक्षा सुविधा उपलब्ध करानी होगी ताकि वे भी निश्चिंत होकर हथकरघा उद्योग को बढ़ाने का कार्य कर सके।

Fair wages Fare stage may be fixed by government in correlation with production. Healthy person as well as unhealthy person involved in this job. When a weaver works for 8 hours, in a Home Handloom unit, what did he earn. After expenses for yarn and other loom expenses what is his savings for family. Is his 8 hours physical work is equal to the work of a mason and the wage earned by him is equal to at least a mason’s wage? To save weavers, government may implement a minimum wages program.

സർ നമ്മുടെ രാജ്യത്തെ കൈത്തറി മേഖലയെ സമഗ്രമായി നവീകരിക്കേണ്ടതാണ് എല്ലാ പൊതു മേഖലാ സ്ഥാപനങ്ങളിലെയും വിദ്യാഭ്യാസ സ്ഥാപനങ്ങളിലെയും സ്വകാര്യ സ്ഥാപനങ്ങളിലെയും യൂണിഫോമുകൾ കര്ശനമായും കൈത്തറി തുണികൾ മാത്രമേ ഉപയോഗിക്കാവൂ എന്നു കര്ശനമായാ നിർദ്ദേശങ്ങൾ കേന്ദ്ര സംസ്ഥാന സർക്കാരുകൾ നൽകേണ്ടതാണ് ഇത്തരം യൂണിഫോമുകൾക്കുള്ള തുണിയ്ക്കു പ്രത്യേകം സബ്സിഡിയും ഏർപ്പെടുത്തേണ്ടതാണ് കൂടാതെ കൈത്തറി നിർമ്മാണ ശാലകളും അത്യാധുനികമായി നവീകരിക്കുകയും ചെയ്യേണ്ടതാണ് നല്ല ഗുണമേന്മ ഉള്ള വസ്ത്രങ്ങൾക്ക് വിപണിയിൽ നല്ല ഡിമാന്റ് ഉണ്ട്..

We should not forget the issues of stranded labour. Ensure they are reached their home villages safely by providing shelter, food and accommodation . This issue is being flared up every where which is uneasy to read. If I am mistaken to bring this issue , kindly pardon me

Govt should identify handloom zones in district level within states and ensure that raw materials and skilled employees are identified and ensure channels for distribution of the goods. This is one sector which showcased India's glory in the old days and can bring in more employment.This will encourage us to buy handloom products at reasonable price. We should have adequate ads thru digital and electronic medium to market the products. One month of every year should be handloom month to gain imp
