The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

RPM JI S PRANAM. MAKING URBAN LABORERS AS SELF EMPLOYED. The country is extremely sad of the conditions of URBAN laborers during COVID.19. In this matter it is submitted that they may be given SUFFICIENT MUDRA LOANS and made SELF EMPLOYED in their villages and fields and produce SPICES PICKLES RICE/ WHEAT BASED POHA/ SOOJI etc and SEASONAL ORGANIC VEGETABLES FRUITS and FOOD ITEMS and meet the SELF and NEIGHBOR needs. नरेगा योजना को कुटीर घरेलू लघु उद्योग में बदलना।। नरेगा योजना में अरबों रुपए खर्च हो रहे हैं लेकिन बदले में कोई आए नहीं प्राप्त हो रही है अगर नरेगा योजना में श्रमिकों से मैन्युफैक्चरिंग करवाई जाए तो बदले में आए प्राप्त की जा सकती हैं।। नरेगा में आधुनिक तकनीकी शामिल करके शिक्षित बेरोजगारों को भी जोड़ा जा सकता है अगर नरेगा में मार्केटिंग मैनेजमेंट मैन्युफैक्चरिंग को शामिल कर लिया जाए तो काफी हद तक बेरोजगारी दूर हो सकती है।। वर्क फ्रॉम होम व मजदूरी बढ़ सकती है पलायन रुक व 12 महीने काम ।।

Sirji Handloom sector has been into fore front in contributing enormously towards our nation "Freedom fight",Gandhiji himself practiced this art by means of (Charaka) & advocated public in large to manufacture & use more & more swadesi products,Now we have been encouraged by this govt by implementing make in India concept,We should show our gratitude support handloom sector in whatever cause which will help towards d growth & speedy recovery,We should see our Tradition r still alive,JaiHindh

Open a Public Charkha Bhavan where in a big hall/garden we have 1000 charkha stations and 100 Trainers to guide. Anyone free or needy can come and donate few hours and remember Mahatma Gandhi. Here minimal pay is given to public per hour, the poor will get bread butter, the kids will get learning, the youth will get pocket money, the rich will get family outing. The rich can donate money instead of taking. The uneducated can easily learn n earn, country gets united. Keep Charitable shop.

As we know that ,the Art is not only handicrafts it is the transmission of felling that artists experienced. The strength of handloom lies in ease of introducing new designs to people.It also provide employment on a large scale. The fair design that produced by handloom sector can not be replected by power loom sector .The advantage of this sector is to use less capital , minimum energy and eco friendly quality and more the good qualities lies in it. So we all have to work in a way to increse it

What happened in sixty years can not be corrected in 6 years. Present condition of infrastructure in health care, education, railways, public transport, sports, civic amenities are almost non existence. What the past governments did were just pulling this end or that end of torn towel to cover up. Even today, while in opposition, they resist every project of infrastructure development such as bullet train or central vista projects as anti poor. They have to answer why poor are poor even now

It is known that there is no treatment of corona virus. Then how so many patients admitted in hospitals are getting treated. The answer is their better immunity. This also explains that a young person dies because of lower immunity and at the same time old person with better immunity gets recovered. Research on Aurvedic prescriptions are going on for treatment but results are inconclusive but, it is confirmed that they do increase immunisation level which increases chance of recovery.
