The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

Handloom weavers be advised to produce clothes for mask, gamcha and face cover in a style of cut marks and stich and use. The handloom industry be given rebate of all taxes and even like the agricultural sector rebate. The weaver's be directly controlled by the ministry for all purchases and distribution to the small businesses sector as done under PDS for ration etc. The khadi gramudyog under the ministry to get incentives for sales and promotions.

Many state governments have put cap on vehicle purchases except ambulances and fire tenders. But today's full front page ad by Karnataka Government is shocking and defies any logic. Other state governments will also step in ad war citing this as an example resulting in wastage of a lot of money

आतंकवादियों से मुठभेड़ के समय जो उनकी मदद करने के उद्देश्य से सुरक्षा बलों के कार्य में बाधा डालने का प्रयास करे तो उसको भी आतंकवादी मान कर रास्ते से हटा देना चाहिए। इन लोगों की वजह से मुठभेड़ लंबी चल जाती है जिससे सुरक्षा बलों के साथ स्थानीय निवासियों को भी जान माल का बड़ा नुक़सान होता है

Some French has raised doubts regarding Aarogya Setu App. CEO MyGov has assured the nation that this App is flawless and takes care of data security of the users. We shall not get shaky with such allegations as whenever something is developed in India some people start criticizing so that people loose confidence and product fails. Due to this only Make in India is not successful. Anything new may have flaws which will be resolved through continuous improvement process of product development

देश में अर्थव्यवस्था को बचाने के प्रयास किए जा रहे हैं। उद्योग धंधे ठप हो गये हैं। लोगों को नौकरी और रोजगार की चिंता हो रही है। प्रधानमंत्री जी सबसे PM Cares में मदद देने की अपील कर रहे हैं। छोटे बच्चे अपनी गुल्लक के पैसे भी दान में देकर मिसाल बन रहे हैं। ऐसे में इस विज्ञापन पर पैसे बर्बाद करने का क्या औचित्य है।

It is good idea to give some relaxation to people. Best part is to open liquor shops. People in liquor lines should be exposed as they had no earnings, no money to buy ration due to lock down but now from where they have got enough currency to purchase liquor in bulk. What other parties will say.

I think we must promote handloom uniforms in every schools including private sector. Till now few states are doing so but if we can increase this by step it will increase the usage. Also we must dedicate a day to wear handloom cloth in our workplace. These are just initiatives that we can implement.

Exempt Handicrafts from state & Central Taxes for a period of 3 Years & then loosen the control of bureaucracy on this sector , Let people buy & sell among themselves by organising exhibitions & fairs. This sector is the last remaining link to our glorious past & crafts that brought colonial powers to india don’t let it die by strangling it by unclear & unnecessary rules & govt interventions

Handloom cotton cloth is very valuable to be fighting CORONAVIRUS. Cotton Handloom cloth is multipurpose utility for human society. Cotton is production of farmers, then industrial services, employees, etc.. Please use Masks and good living. Staying at home to be support is health. 🙏🙏🙏🙏
