Using a voice and video protocol, various students can be taught by the ones who do have time(may be just an hour) are interested in teaching online from their home, where teachers cant reach. A distributed infrastructure can be created using old pcs and laptops. So government can save money for these machines as well as manpower cost. Yes internet will have some cost, but using optimized techniques that can be reduced too ...

Every year, many IT corporate companies or organizations throw away old computer desktops and laptops. If those can be placed at various centres in villages or small towns, where quality education is not available, by using a centralized online education system, both students and teachers can avail benefits. Requires a bit of optimized storage, elctricity and even lan connection would do. Education can reach to many and at a lower cost for both government and student.
