For marginalised youth literacy i would rather like a stern and compelling approach....if possible. The way is that from now on only those who have completed upto a certain level of schooling shall be enrolled as a voter at the age of 18. If u fail to attain such than you will be allowed to enroll only after completion of 24 years. Also the govt must provide free education at the time of their convenience and use modern approach such as satellite classes to reach remote areas and make up for short teachers so that they cant complain of not getting the opportunity.

Firstly the commercialization of education should be avoided because it decreases the quality of education in the govt. schools. And education became a business now a days . Secondly, there should be no reservation on de bases of caste system. If there is reservation it should be on bases of financial status of the child . So that poor people got the chance to take admissions in the professional courses and universities .

No Government / No Private Only Education System. It has to be Public Private System, where Private implements Public (Government) Vision. Right to Quality Education must rated Priority over Right to Food or Right to X,Y or Z. Because Person Educated can take care of every need of His/Her and the Society. Also Right to Quality Health eliminates one factor that is highly Commercialized after Education. Educate People, Empower People, Tax their Earnings and fund Social Security Schemes on Health.

Dear Sir, To improve literacy rate among marginal youth such as Casual laborers, rickshaw pullers, street vendors etc., we must do effort in such a way that it may not affect their work. Their education should take place in evenings or in nights. For this, Nehru Yuva Kendras or other skill development center must be used. We should work to impart the importance of education among them. We can use MLM approach to educated more and more marginalized youths.

Right to Quality Education, Public Private Partnership in Education Sector. Education is the birth right of every human-being be Privileged or Marginalized. Literacy does not mean understanding Letters but bringing Quality Changes in Human Values thus contributing to the Society. Education as a Business must STOP with appropriate intervention of Policy Makers. Public Private Partnership should not be a Business Model but involvement of Private Stake Holders who only contributes to Social Cause.
