What type of incentive structure encourages development of requisite skill traits in mining sector?

The country is well endowed with many metallic and non-metallic mineral resources.  India is a leading player in respect of many non fuel minerals including, iron ore, ...

The country is well endowed with many metallic and non-metallic mineral resources.  India is a leading player in respect of many non fuel minerals including, iron ore, bauxite, dolomite, lime stone and mica.  Mining sector (non-fuel) currently accounts for approx 0.5% of GDP. For accelerated economic growth on sustainable basis, this sector has to grow at a much faster pace to secure a higher percentage in the GDP.
 
Scientific, sustainable and transparent mining practices require well trained manpower.  Skill development not only enhances productivity and safety at work place, but more importantly, it prepares the manpower to adapt to the new state of art technologies. Currently this sector employs around 0.2 Million workforce which is estimated to grow to 0.3 Million in next 10 years.

Dear Mr. PM, please look into the matter of introducing a more relaxed GFR for the science and technology ministries to allow Indian Scientists to be competitive with their International counterparts. Autonomous science establishment should be given more freedom in using their funds. Please don't put a ban on creating new positions for recruiting Scientists. Young Indians from abroad are now very much interested to come back. We should not loose the opportunity of this reverse brain-drain.

Sir , I want my country to be one in which speedy justice is done lot of issues are directly related to law and order speedy justice will create feeling of confidence and citizen will respect authorities pls do some thing in correspondence of long pending cases which are just wasting resources of India and manpower I hope u will raise this issue and provide justice

Every year there should be one week, For Eg:- From Jan 1st to Jan 7th of every year should be a week of "Skilled India" where The Indian Govt should rent a ground or a big hall where the people having different skills can come and show their inventions or discoveries of various products that encourages our talent and there should be recruitment drive under the same roof. The corporate companies should come forward to buy that technology or hire them, in this way the talent stays in our country.

Dear Mr. Prime Minister, I will request you to look into the central government policy on child care leave (CCL) for the central govt. employees, which was introduced with a good intention, but is now misused as a paid vacation in addition to the regular earn leaves. It is creating an administrative nightmare for the head of the administrators. As a side-effect women employees will not be recruited or will not be given responsible jobs. I suggest CCL to be restricted for one child below 5 yrs
