The person should be responsible for self and family cleanness. Campaign should be made in each district, block, village with the help of educated citizen telling the importance of latrines. It also help in making Swatch Bharat mission successful. To make a latrines the BPL family should get some funds from government. The work should be monitored by govt. officers and after the construction the purchase bills of the items required for construction of latrines should have to checked by officers

NRI e-Voting - Was reading in news papers about govt going ahead with plans for enabling NRIs to vote. Great decision. To make it more cost effective and easy, we can introduce the e-voting (email filled "vote form" with digital signatures). Income tax department already uses digital signature for ITR. It is secure, cost effective compared to physical post. Increased use of digital signature would help meet another objective of country - i.e. digitization, reduce paper work, improved efficiency.

Manual scavenging is barbaric in today's civil society. Remember Gandhi ji did the night soil work himself at Sabarmati Ashram. But we rely on exploiting the downtrodden to do that job for us. Putting in place my various suggestions, we should look to eliminate manual scavenging (if there is segregation of garbage at source & disposal accordingly, no need for scavengers to segregate garbage). Also there are machines available to clear sewages & so today's municipalities should not use scavenger

There should be a serious re-think on how drainage systems function today. There are human-shit driven buses in UK/Europe today and Bill Gates is working on a project of producing drinkable water from human-urine.Bio-gas from cattle-dung and chemical toilets which treat human excreta & convert them into useful fuel/compost, etc. shud be the norm. River/Water sources should not be the destination for our sewages & drainages. Male Urine pots should be chemical-ones with minimum usage of water

For chemical/harmful/harmless effluents from factories, treatment at source should be mandatory to to ensure safety & eliminate hazards to the society. Disposal of treated effluents should as per approved methods. No effluents, treated/untreated, should be let out into the rivers/lakes/etc

'Segregation of garbage at source' should be the mantra. (1) At every home, shop, office, school, hospital, temple, farm, etc. the garbage is segregated into edible (bio-degradable) waste, bottles, plastics, papers/cardboards, Battery, Cartridges, others, etc. (2) Collection of garbage from source should also ensure that these are retained in segregated condition and necessary treatment imparted to treat, dispose, re-cycle them as appropriate.

Yes here ownership comes first. If my washroom needs cleaning then its my turn to clean. Why should anyone takes personal interest while its prescribed in common agenda. Hence devote this cleaning as contract. Using the public toilet and spending from pocket may good for a citizen. Manual scavenging is happening in certain villages and small towns. District collector's job to inspect and search those families involved with. Give better jobs to scavengers immediately. Also a big publicity
