Compel each corporate to spend 5% on CSR and build toilets and give safe drinking water to all mohallahs.

Provide community latrines in each mohalla and open defacation should become a punishable offence.

Police surveillance is one of the first thing we should do more regoursly on highways. This is the key i believe

and this also helps all the Ministries to strategise the priorities for optimum utilisation of the available Scarce Resources. Also include Financial experts DEALING WITH INDUSTRIAL FINANCING preferable from RBI. Hope this small suggestion may be useful.

In order to have a HORIZANTAL AND VERTICAL GROWTH of all the ministries, the decision making body of Railway Board should have inter ministry representation i.e. apart from Railway Officers ,representatives of the ministries of STEEL, COAL, POWER, SHIPPING ,TELECOMMUNICATION ,CEMENT,MINNING , OIL INDUSTRY and IT Dept. and vice versa. This helps in better planning, fast tracking of implementation and standardisation of the needs and avoid duplication of creation of the assests .

Insanitation in latrines , private or public, occur because of following reasons: 1. Deficiency of Water --- When there is deficiency of running water because of a) absence of water tank on the roof top b) absence of water pipes connecting that area c) defects in the flush system d) sanitary pipes leading to septic tank or soakage are broken e) and in certain cases where everything is available, man power to manage the latrines is missing.
