Effective tool we have failed to potentially use is the Religious Institutions which are more in number than the schools in India. We can effectively implement any Government program through such Temples, Churches and Mosques and we can legislate a law in this regard to rope in all institutions for mandatory implementation of schemes. Religion is one big tool where all people can be asked to take oath on effective implementation and those are places frequented by people from all walks of life.

Firstly we should stop comparing countries which has crossed their 250 years of independence. There the people have been provided sufficient time to refine and adopt to reach the present status. Our country needs to heal, educate, learn and finally adopt. Many of the messages fails to reach the fag end of our social strata due to non utilization of Panchayat's and implementation of Panchayat Raj. We have failed to utilize religious institutions to educate on health care at grass root level.

The Best way to tackle insanitary latrines is by linking to STD Booth concept of earlier Communication Ministry. The Union Health Ministry can give license for getting subsidy from Government of India like LPG subsidy through Direct Benefit Transfer. This can be linked to Camera Proof of ensuring cleanliness. This will give an employment opportunity to local uneducated people. Those who indulge in spoiling can be punished with imprisonment or Huge fine of Rs500 or more like Singapore.

It is sad to see manual scavenging in all railway stations on the railway lines - have seen in Bangalore railway station. The waste from toilets are dumped onto the railway tracks and this is cleaned by the labourers. This is a pathetic state and should find a way to stop this. Work with railways for modernising their toilets and will put an end to this.

The problem with J&K is Kashmir is having 46 and Jammu is having 37 assembly seats, Eventhough the population is much more than Kashmir. Delimitation of constituencies is to be done and Jammu constituencies are to be increased to 60. This solves all problems of J&K once and for all. Till then it will be like what it used to be all these years.
