मैला ढ़ोने का मुख्य कारण अस्वास्थ्यकर शौचालयों की मौजूदगी है। ‘आवास सूचीकरण और गणना के आंकड़े, 2011’ के अनुसार 2011 में देश में लगभग 26 लाख अस्वास्थ्यकर शौचालय थे। सभी मौजूदा अस्वास्थ्यकर शौचालयों की पहचान कर उन्हें एमएस अधिनियम के प्रावधानों के तहत या तो नष्ट कर दिया जाए या स्वच्छ शौचालयों में परिवर्तित कर दिया जाए।

Dear P.M. kindly give some times for the problem of farmers. In haryana and Punjag the farmer face the shortage of Urea. The businesmen sale urea in black to the farmer which is very deficency of the state as well as the centre govt. . No govt./minister/officers of the state does not give their attention to this problem of the farmer.wheather this is a good governace.

Every time we see near roadside that people from different class urinate anywhere near the traffic and people who walk nearby smell very badly. Near every main crossing there should be a public toilet like Sulabh Souchalaya. Especially for poor people who live on the road or footpath because they don't have any facility and used only road side drainage in open public. We must do something for them atleast in metropolitin cities.we feel very shame to see this after so advance we are claiming.

I am about to attain 60years of age, and I wish to post my experience and highlight the problems faced in running an industry for the last 25years, the main being about the vicious circle the people in power or post have webbed, which constrain the revenue collection in the proper manner and its misuse. It is pathetic. Pls adv how to proceed

Latrines should be well aerated, regularly cleaned and inspected. Use of liquid bleach (calcium hypochlorite) to clean latrines should be encouraged, as it is most hygienic. Liquid bleach is very cheap to produce and is extensively used to clean latrines in developed countries. It can clean dirt and kill bacteria better than any other product. Clean latrines have many health benefits as well.

"DUAL(Positive-Negative/Yes-No) VOTING ELECTION METHOD" »If there are more than two candidates in the election and none of them got absolute majority(>50% votes) then according to the existing election method, the candidate having highest percentage of votes is declared as the winner which is not absolutely correct and a voter cant give negative vote to a specific candidate. »Dual voting election method can be used for the election of more than two candidates to resolve the error of obtaining of absolute majority by none of the candidates and for fulfilling the right of voters of giving negative vote to a specific candidate. »In this method, every voter will be able to cast two votes, one to the most favourite candidate and another to the most despicable(hatefull) candidate.[we can use modified EVM machines in which after casting first vote to the most favourite candidate, second vote can be given within 10 sec. to the most hatefull candidate] »In this method, the negative votes obtained by each candidate will be subtracted by their positive votes and the candidate having higher positive difference will be the winner. »According to this method, a candidate having highest percentage of votes(but not absolute majority) may not be the winner if he has more negative votes than positive votes. »We can throw more light on this method by taking a simple example. Let there are 4 candidates A, B, C and D standing in an election and 100 voters are participating in it. The votes casted by the voters are given below: Candidates A B C D +ve votes 29 27 23 21 -ve votes 40 15 17 28 Difference -11 12 06 -07 In this case, the winner is candidate B and not candidate A because the positive difference between the positive and negative votes of candidate B is more than candidate A, though he has manage to obtain more votes than candidate B. »This method acts as a way for the voters to give negative marking to the previously elected candidate(if he didn't work satisfactory) and also to reject the agendas of present candidates or their parties. »This method doesn't violate any rule but it is very appropriate to the negative voting right given by the supreme court. »There is no compulsion on voters to cast negative vote(it is alternative). »If the voters don't like any candidate then 'NOTA'(none of the above) option is already available. "DAILY WAGE EMPLOYMENT SCHEME " »This scheme is based on "employment exchange" for skilled and unskilled daily wage labours. »These labours are supplied mainly for domestic work, agricultural work, small firms and local contracters. »We have to open "daily wage employment exchange" offices in all tahsils(talukas) with internet facility. »In this offices, we have to register the names of 18 yrs. and above, jobless, skilled and unskilled labours with their detailed information including their address, mobile numbers, skills etc., »Those people or ferms who want labours can contact to this office(personally or by telephone/mobile) and give full information about their requirement of labours, wage, structure of work, requirement of skills, address of workplace, date and timing. »The office then contact to the labours of the nearest area of the workplace according to the requirement for the work and tell them about the work and wage. If the labour agrees, then fix the deal and if not then the call is forwarded to the next labour. »The office then sends full information about the address of the workplace, date and timing to the labours who agreed to work. »After fixation of deal, the office sends the name/s of the labour/s , their address and contact numbers to the employers. »We have to fix the minimum wage of labours(with travelling charges). »Personal identification number is given to the labours and work is given rotationally to them(preferance is given to women, BPL's and dalits). »In this way, by effective promotion of this scheme, we can provide employment to the daily wage labours and thus can contribute to the reduction of unemployment. »Initially we can implement it in some tahsils for trial basis. "CENTRAL NONGOVERNMENT ORGANISATION(NGO) SCHEME " »The aim of this scheme is the proper and effective use of the donation as well as to promote more and more people for charity which will subsequently used to establish the socialism in India. »In this scheme govt. collects the donation and distribute it to the NGOs according to their efficiency and public need. »List out all the NGOs in India. Observe their distribution and area of interest(whether they are working for children or justice or health etc.,). »Make a chart showing NGOs, their work-place and the target(which they works for). With this chart, we can make a clear picture about their distribution i.e. where they are exceeding and where they are less in numbers and also which type of NGO is needed(based on their area of interest) in which area. »Now categorise the existing NGOs into four groups A, B, C and D on the basis of their efficiency(their honour work for the society) so that central funding can be given to them thereby. »Now we have to determine that in which area(tahsils/talukas), how many and which type of NGOs are required according to the public need. If we have the above data then in future we can promote the new NGOs to work in the areas where they are actually needed. And if the new NGOs works according to the suggestions of central NGO then they will be given central fund. »Open a central NGO office in Delhi which serves as the supreme of all offices, and regional offices in all the states and its branches in all tahsils/talukas. »Make a campaign to aware the people that they can donate their money, toys, cloths, etc., to the branches of central NGO office nearby them and that this donation is only used for the funding of NGOs with good faith. »The donation then collected at the branches is send to the regional offices and thereby central office. »The central office distribute the fund according to the need of the people and efficiency of the NGOs, so that the proper management of the funding is done. »people who have 'black money' and want to donate it but have the fear of catching by the law, can collect the money secretly at any time in the boxes placed outside the branch offices(insted of destroying or donating it to the temples). »Govt. also have to provide an online link to donate black money which doesn't trace the identity of donours to promote the donation of black money. »To promote the charity, central NGO office have to issue charity coupons to the donours according to their donations(e.g. more than 10 thouand, 1 lakh etc.,) which gives them preferance in the queues of railway ticket booking, govt. offices, etc., »Clothes, toys, furnitures, medicines and other stationaries can be collected and a proper receipt is given to the donours. »The scheme doesn't mean that the NGOs themselve can't collect donations, they can collect it but the scheme provides an easy way for the people to donate. »By following this scheme, we can decrease the load on govt. expenditure and can create the spirit of national integrity. "PROPOSAL ON DE-ADDICTION" » Methadone, buprenorphine are the medications used for the treatment of addiction. »These medications create extreme dislike about tobacoo, gutkhas, liquors, etc., »If we make it compulsary for the manufacturers to add certain amount of these medications in tobacoo, gutkhas and liquors (same as the compulsation of printing add on the packets that 'it is injurious to health'), then the addictive substances themseve acts as medications. »After consumption of these gutkhas and all, the consumer creates strong dislike of these substances and hence in this way, we directly encounter the root of the addiction. »De-addiction lowers the expenditure on health and indirectly contributes to the development of our Maharashtra and country. "PROPOSAL ON PRIMARY EDUCATION" »The principal aim of this scheme is to bring the children in the main stream of primary education which are far away from it. »Initially we have to categorise the areas on account of their educational reachment. Then also categorise the students into four groups according to their progress in schools by taking a common test and general inspection. »The areas where the school going children is very poor, appoint govt. school buses and send at least one teacher a day with this bus. »In unreachable areas, for BPL and dalit students, give certain amount of money to their parents on account of their per day presency in the school.(because poor parents send them as a labour insted of school) »In the unreachable areas, where students cant go to school, appoint special team of teachers on that area for primary education. »Make special team for finding out the child labours and educate them. »Reward the teachers according to their performance. »Join adult education with MNREGA because the MNREGA workers are majorly. illiterate or unskilled. By doing this, we can train them for better output. For their affinity towards education, we have to give bonus wage for those who attend one hour extra teaching class(general or vocational). »Give special attension on malnourished students through mid-day-meal scheme as mental and physical health is essential for healthy education.

Sir..insanitary latrine is a big problem causing a series of health problems.Especially latrines in schools bus stations and other public places are often in a horrible condition.there should be an effective complaint mechanism in the form of a toll free sms number so to alert the authorities concerned about insanitary toilets spotted. punitive measures can be initiated against them if not cleaned within 24 hours maximum
