Utilizing and spending govt money is always difficult process...and that is why it is not spent in proper time...Govt money utilization policy should be framed efficiently, briefly...it should be displayed every website of institution...money sanction is always under Registrar in HE institution...partially should be transferred to the Project investigator...PI can utilize freely through online/offline purchase etc related to its projects...govt should provide financial management software also.

Project sanction by all funding body (DST, DBT, DEIT etc) should be made completely transparent, online (receiving application, reviewing of project online like journals, and publish sanction list online). It should be continuous process throughout the year. All the funding agency should be integrated in one platform through web, even various office located in different position. No project should be completely rejected. If something deficiency is there, then it should be given suggestion to it.

Let the educational funding go to students directly who will have power to choose right institute and their will be a healthy competition among institutes to attract students. Let institutes with better out put survive and grow and let others die. Many institutes / trust are seating on huge land acquired for the purpose and not delivering satisfactory results. So I propose if they are are not able to secure minimum standards let some other over take it by making legal provision.

We as parents are worried about higher education of our children as we cannot offer high fees in premium institutes which are mostly in private sector as well as cannot send them to Govt. institutes which inspite of Govt. funding are below average in standard. Though private education institutes established under not for profit trusts only work for minting money. Need complete overhaul of system to create Govt. funded quality institutes. Strict norms for academic delivery and staff are necessary
